The Town of Falmouth welcomes applications from experienced assessing professionals for the position of Assistant Assessor, a key leadership role within our Finance Department’s Assessing Division. This full-time, benefited position supports the Director of Assessing in managing the Division’s operations and staff while ensuring accurate, equitable, and legally compliant property tax assessments that are essential to funding municipal services.

The Assistant Assessor serves as an Assistant Division Head, working closely with the Director to oversee assessment activities, maintain compliance with Massachusetts Department of Revenue (DOR) standards, and provide technical expertise in valuation, analysis, and taxpayer relations. This position works at the Falmouth Town Hall with regular fieldwork, 37.5 hours per week, Monday through Friday, from 8:00 a.m. to 4:30 p.m.

In addition to assisting with the supervision and day-to-day operations of the six-person Assessing Division, the Assistant Assessor:

  • Acts as the Director of Assessing in the Director’s absence;
  • Performs technical, statistical, inspection, and administrative work related to municipal tax assessments in accordance with DOR directives, policies, best practices, and state statutes;
  • Reviews and supports recertification revaluations, revaluation plans, property classification, and required reports, including classification and tax allocation submissions to the Property Tax Bureau;
  • Analyzes valuation data and ensures compliance with all state-mandated timelines;
  • Conducts residential and commercial property inspections, measurements, and field reviews and evaluates land values and land changes;
  • Tracks and reports property tax base growth and valuation changes and determines permissibility under state law;
  • Reviews tax abatement applications and adjusts valuations as appropriate based on accepted assessment principles;
  • Interprets and explains tax laws and regulations affecting property valuation and assessments to taxpayers;
  • Prepares for and represents the Town at Appellate Tax Board (ATB) hearings;
  • Performs statistical analyses using multiple software programs and data file types;
  • Compiles and maintains documentation supporting assessment methodologies; and
  • Performs other related duties as required.

Minimum Qualifications: Associate degree in business management, finance, statistics, mathematics, or a related field, including coursework in property assessment, and a minimum of three (3) to five (5) years of increasingly responsible experience performing assessing or appraisal work for tax purposes; or an equivalent combination of education and experience which demonstrates possession of the knowledge, skills, and abilities necessary to perform the essential functions of the position.

Supervisory experience is preferred.

Must have a Massachusetts Accredited Assessor (MAA) certification or the ability to obtain the MAA certification within twenty-four (24) months of employment. Must have a valid Massachusetts Class D driver’s license.

Expected Starting Range: Step 1 ($37.22/hour) – Step 7 ($47.09/hour), commensurate with qualifications and experience. Comprehensive benefits package, including 13 paid holidays per year; vacation/sick/personal paid time off; professional development opportunities;
