About the RoleWe are seeking a highly skilled Construction Safety Officer to lead on statutory compliance with the Construction (Design and Management) Regulations 2015 across all Council directorates. This is a pivotal role ensuring safe working environments on construction sites and safeguarding the health and safety of contractors, staff, and the public.
You will act as the Council’s corporate lead for CDM regulations, fulfilling duties as Principal Design Consultant and Client’s Agent. The role involves managing CDM functions for internal and external clients, coordinating design teams, and liaising with contractors and the Health and Safety Executive (HSE).
Key Responsibilities- Ensure compliance with CDM Regulations and prevent breaches of law.
- Prepare and maintain standard CDM documentation and Pre‑construction Information.
- Chair corporate CDM policy meetings and provide guidance to senior managers and design teams.
- Monitor construction projects on‑site, appraising compliance with health and safety standards.
- Provide technical advice on hazard identification, risk assessments, and safe design principles.
- Manage health and safety files and liaise with the HSE for project notifications and investigations.
- Deliver staff training and workshops on CDM requirements and best practice.
- Proven experience offering advice on statutory construction‑related health and safety issues and CDM matters.
- Experience supporting complex building projects, including high‑rise developments.
- Strong knowledge of current and emerging best practice in construction health and safety.
- Level 6 qualification in a relevant construction or H&S discipline and NEBOSH General Construction Certificate (or equivalent).
- Membership of IOSH or other relevant professional body.
- Excellent communication skills and ability to influence design considerations.
- Ability to work independently and within multi‑disciplinary teams.
- Calm under pressure, assertive yet approachable.
- Strong understanding of equality, diversity, and financial control.
- Computer literate with Microsoft Office and relevant software.
- Driving licence required; business use car insurance and valid MOT certificate (if applicable).
