Job Announcement:
Emergency Services Coordinator II - County of Alameda
Under general supervision, the Emergency Services Coordinator II has responsibility for planning, organizing, and preparing emergency operations plans with supporting documents, and performs a variety of assignments related to emergency management activities, and performs related duties as required.
This classification is part of a two-level, flexibly staffed series located in the County’s Office of Emergency Services (OES) under the administration of the Alameda County Sheriff’s Office (ACSO). The employees of these positions report to the Emergency Services Supervisor and receive work assignments from the Senior Emergency Services Coordinator related to developing and coordinating the County's emergency management program. The journey-level position requires that the employee be able to handle very complex or unique situations on the basis of their skill and ability.
The Emergency Services Coordinator II works with a greater degree of independence or acts as a project leader on group activities.
- I:
The equivalent of one (1) year of full-time experience in the classification of Emergency Services Coordinator I in the County of Alameda classified service. - II:
Education:
Possession of a bachelor’s degree from an accredited college or university in Emergency Management, Public Administration, Business Administration, Political Science, Communications, or a related field.
Experience:
The equivalent of one (1) year of full-time experience performing duties related to emergency preparedness, prevention, response, recovery, or other related mitigation functions. - III:
Education:
Possession of an associate’s degree from an accredited college or university in Emergency Management, Public Administration, Business Administration, Political Science, Communications, or a related field.
Experience:
The equivalent of three (3) years of full-time work performing duties related to emergency preparedness, prevention, response, recovery, or other related mitigation functions.
Additional work experience may be substituted for the education on a year-for-year basis in Patterns II and III above.
LICENSE:All candidates must possess a valid California Class C Motor Vehicle Operator's License.
SPECIAL REQUIREMENTS:- A thorough background investigation will be conducted of all prospective employees to ensure they are suitable for law enforcement-related work.
- Employees may be required to work evening, night, and rotating shifts, including weekends and holidays, during emergency or disaster situations, and may be called upon with short notice.
SKILLS:
- Common forms of local government.
- Interrelationships, responsibilities, goals and functions of local, state and federal government related to emergency management.
- Basic principles of emergency and disaster response programs, procedures, and planning.
- National Incident Management System (NIMS), The Standardized Emergency Management System (SEMS) and Incident Command Systems (ICS).
- Report writing and basic principles of hazards response, and planning.
- State and Federal laws, rules, regulations and guidance related to emergency management.
- Teaching methods and techniques.
- Homeland Security Exercise and Evaluation Program (HSEEP) methodology.
- Principles of effective oral and written communication.
- Principles of budgeting and accounting.
- Apply principles, methods and techniques of public administration, management analysis and statistics to the gathering, organizing, and analysis of data.
- Interpret laws, regulations, and guidance.
- Conduct risk assessments.
- Work accurately and effectively under pressure.
- Express oneself clearly and concisely, both orally and in writing.
- Prepare comprehensive reports.
- Establish and maintain effective working relationships with other entities such as cities, special districts, county agencies, state and federal, community-based organizations and other service groups having a role in emergency management.
- Work with computers, equipment, and programs necessary to coordinate and collaborate amongst emergency management partners.
