General Terms and Qualifications
  • All staff employed under this contract shall comply with the SIRA requirements and any other law within Dubai.
  • Ability to speak, read, and write in English with a standard suitable to perform duties under this Contract.
  • Healthy and medically fit for security work.
  • All security personnel must appear smart and be provided with an appropriate uniform approved by SIRA. No exception will be made for deterioration or non‑compliance.
  • Ability to tactfully handle all visitors and customers operating on the premises.
  • Security personnel are required to receive basic training conducted by SIRA, which includes Basic First Aid and Fire Safety.
  • Any additional training or certification required by DCD/SIRA or other authorities shall be the responsibility of the vendor.
  • Ramadan timing charges as per UAE law shall be included in the offer.
Scope of Work Security Reception Responsibilities
  • Acknowledge and greet all residents and guests with utmost courtesy and urgency.
  • Register all visitors by presenting a valid  signing the visitor log.
  • Keep visitor IDs in a secure location under camera coverage (only Emirates , Driving License, Company , etc.).
  • Respond to fire alarms immediately and report to the Control Command Centre.
  • Confirm the location of a fire alarm on the panel and direct the patrolling guard accordingly.
  • Inform the team leader and MEP, confirm false alarms, and follow up if an actual fire is detected.
  • Provide first‑response actions to fire (if safe to do so) and execute building evacuation procedures.
  • Follow a cause‑and‑effect matrix and ensure contractors have valid work permits.
  • Maintain an updated emergency contact number list, including the building manager and MEP contacts.
  • Escalate tenant complaints to the building manager.
  • Liaise with the police and guide them to the necessary locations.
  • Prevent distribution of marketing or business information; instruct visitors to leave brochures or business cards at reception.
  • Fill incident reports within the shift and forward to the Control Command Centre.
  • Monitor CCTV for incidents, accidents, or suspicious persons; support supervisors and authorities in reviewing footage.
  • Patrol the entire building electronically, looking for incidents or issues.
  • Report any defective equipment to the building manager or security supervisor ASAP.
  • Coordinate with tower management and keep the list of handicapped people updated; provide this list to DCD/Dubai police/management on request.
  • Do not leave the post unattended without a reliever; follow the post logbook entry procedure.
  • Report any lost & found items to the concerned authorities and document details before handing them over.
Building Patrolling Responsibilities
  • Carry a two‑way radio and torch while conducting patrols.
  • Patrol the entire building, roof, and basement.
  • Confirm the presence of facility evacuation maps.
  • Ensure all emergency exit signs are illuminated.
  • Ensure fire alarm points and equipment are free from obstruction.
  • Conduct random checks of visitors to confirm valid purpose of entry.
  • Report suspicious packages left in corridors, entrances, toilets, stairwells, fireboxes, lifts, and doorways.
  • Spot‑check lifts for proper operation and verify emergency signage.
  • Monitor elevators for trapped persons or defects.
  • Report any leaks, spills, or unattended vehicles in parking levels, especially flammable liquids or vehicles obstructing fire access.
  • Inspect fire extinguishers: verify inspection date, charge, and condition.
  • Verify adequate rubbish bin placement and liaise with cleaning department for issues.
  • Ensure electronic access‑controlled doors are tested and working.
  • Check CCTV domes for damage or obstructions.
  • Maintain locks on mechanical rooms, restricted access areas, and private property; no duty changes without senior management approval.
Operational and Emergency Response
  • Attend an emergency requiring security assistance within the emergency response time.
