Position: Manager Quality & Excellence (National Talent)

The Manager, Excellence Programs, is responsible for managing, developing, implementing, and coordinating DET's excellence initiatives, particularly in alignment with the Dubai Government Excellence Program (DGEP). This role focuses on managing and developing the coordination of program engagements, enhancing internal processes, and fostering a culture of excellence throughout DET.

Core Functional Responsibilities & Subject Matter Expertise
  • Manage, develop, and implement plans for the Excellence Programs that align with DET’s broader quality and performance objectives.
  • Manage and develop the coordination of engagements with key stakeholders of the DGEP to ensure seamless integration and understanding of program requirements.
  • Regularly develop and communicate excellence-related information, such as announcements and workshops, to foster a work environment conducive to excellence.
  • Provide support and guide business owners across DET through the complexities of DGEP requirements, ensuring thorough preparation for participation.
  • Conduct DET’s self-assessment processes to accurately reflect organizational strengths and areas for improvement in alignment with DGEP criteria.
  • Continuously review excellence programs and monitor compliance of DET's strategic and operational services with their requirements.
  • Provide comprehensive support for the preparation and submission of documentation, and manage field visits by DGEP personnel to optimize each interaction for success.
  • Conduct in-depth analyses of evaluation reports from the DGEP and coordinate the development of detailed management and executive reports to highlight DET’s achievements and areas for improvement.
  • Utilize insights from performance data strategically to guide future enhancements in DET’s participation and outcomes in the DGEP.
  • Manage the repository of awards and certifications obtained from the DGEP, meticulously maintaining it to accurately reflect current achievements.
  • Leverage technology to enhance the tracking and management of the Excellence Program, including the development of digital tools that simplify the submission and review of compliance and excellence documentation.
  • Manage the budget for the Excellence Program, ensuring resources are allocated efficiently and expenditures are aligned with organizational priorities.
Key Skills & Capabilities:
  • Ability to support the development and execution of plans that align with the department's quality and performance objectives.
  • Competence in analyzing data and generating reports to support decision-making and program improvements.
  • Effective management of daily tasks and responsibilities within the program, ensuring tasks are completed on schedule.
  • Good communication skills are necessary for liaising between different teams and external stakeholders, ensuring clear understanding of program requirements.
  • Ability to work effectively within a team, providing support and assistance to ensure collective goals are met.
  • Capability to identify and resolve routine problems that may arise during program implementation.
  • Attention to detail in handling documentation, compliance checks, and data entry to maintain program standards.
  • Skill in supporting interactions with stakeholders to maintain positive relationships and effective communication.
  • Understanding of basic quality management systems and standards, providing support in maintaining these systems within the program.
  • Ability to adapt to new roles and responsibilities as needed to support changes within the program.
  • Support in implementing changes within the program, helping to manage minor resistance or confusion among team members.
  • Assist in the organization and delivery of training sessions that help staff understand and engage with excellence standards.
  • Assist with tracking budget expenditures and report discrepancies to the management.
