We are seeking an experienced and results-driven Head of Business Development – Overseas Manpower Staffing & Outsourcing to lead our international recruitment business operations. The ideal candidate will be responsible for driving business growth, developing overseas client partnerships, overseeing recruitment operations, and managing overall manpower supply projects.
This role requires strong expertise in business development, talent acquisition operations, client relationship management, and manpower outsourcing strategies.
Key Responsibilities Business Development- Identify and develop new overseas clients for manpower staffing and outsourcing services
- Generate leads and close large-scale recruitment contracts
- Develop strategic partnerships with international employers
- Achieve revenue and growth targets
- Prepare proposals, tenders, and service agreements
- Manage end-to-end overseas recruitment operations
- Oversee bulk hiring projects across multiple industries
- Coordinate with sourcing teams for timely candidate mobilization
- Ensure compliance with international recruitment regulations
- Supervise recruitment managers and sourcing teams
- Improve recruitment processes and operational efficiency
- Monitor KPIs and hiring performance metrics
- Maintain quality standards in candidate screening and selection
- Oversee operational workflow and documentation processes
- Ensure legal compliance with labor laws and overseas regulations
- Manage budgets and cost control for recruitment projects
- Lead cross-functional teams for smooth execution
- Bachelor’s degree in Business Administration, HR, or related field
- 5–7 years of experience in overseas manpower staffing & recruitment
- Proven track record in business development within recruitment industry
- Strong international client network (GCC experience preferred)
- Leadership and team management experience
- Excellent negotiation and communication skills
- Strong understanding of recruitment compliance and labor regulations
- Experience handling large-scale overseas mobilization projects
- Strong understanding of GCC / Middle East manpower markets
- Ability to manage multiple client accounts simultaneously
- Strategic planning and revenue forecasting skills
