Organizational Context:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The IFRC Headquarters are in Geneva, Switzerland and are organized into four main divisions. IFRC operates five regional offices and country delegations worldwide. The IFRC has a zero-tolerance policy on conduct conflicting with Movement aims, including sexual exploitation and abuse, harassment, abuse of authority, discrimination, and financial misconduct, and adheres to strict child safeguarding principles.
The IFRC’s Supply Chain Department is a core function supporting humanitarian action, with a global network including a headquarters-based Supply Chain Management Department in Geneva, a Logistics Hub and Global Fleet office in Dubai, five regional operational supply chain units (Panama, Kuala Lumpur, Nairobi, Beirut, Budapest), logistics hubs, country-based logistics setups, and a dedicated supply chain function to deliver goods and services to the most vulnerable.
Supply Chain Management is a function dedicated to: provide goods and services to IFRC for the vulnerable; deliver visible value to members by improving efficiency and strengthening control; develop talents and future leaders.
Job PurposeReporting to the Global Lead, Procurement, this role ensures effective Quality Assurance, applies Good Distribution Practices (GDP), and follows WHO Model Quality Assurance for Procurement Agencies (WHO MQAS) procedures in compliance with the IFRC Procurement Manual for medical supplies. The incumbent also supports the localization strategy for medical procurement.
Job Duties and ResponsibilitiesSupport operations on topics related to the quality assurance of medical supplies (pharmaceuticals and medical devices). Actively participate in implementing the quality management system and the policies related to medical supplies. Work in close coordination with regional procurement teams, the health department, and operations. Ensure compliance with IFRC supply chain standards for medical supplies globally and convey global and local policies to end users in procurement.
KeyAccountabilities
- Support the implementation of the revised Procurement and QA procedures for medical supplies in line with IFRC quality requirements and GDP.
- Support all requesters and National Societies in reviewing lists of medical supplies to ensure compliance with National Essential Medicines Lists (EML) or WHO model EML.
- Provide support for development of appropriate specifications and quality standards for medical supplies.
- Provide support on technical and regulatory assessment of offers for QA review from IFRC regional offices for compliance with QA requirements and to recommend compliant offers for procurement.
- Participate in the prequalification of potential suppliers (local and international) and maintain the Approved Vendor/Supplier List.
- Ensure compliance of medical donations.
- Assist in maintaining the QA database of medical supplies.
- Assist in developing training materials related to quality assurance on pharmaceutical and medical products and disseminate organisation-wide.
- Work closely with relevant IFRC Health units as needed.
- Execute tasks delegated by the Global Lead, Procurement, respecting GDP regulations.
- Contribute proactively within the Movement and with organizations such as UNICEF, WHO, MSF in the pharmaceutical field.
- Manage complaint files related to pharmaceutical products and produce regular reports as required.
- Represent the IFRC externally at seminars, workshops, and presentations in the pharmaceutical field.
