We are looking for a Government Relations Manager to lead and manage noon’s engagement with government authorities and regulators in the UAE. This role is critical in ensuring compliance, securing licenses and permits, managing visas and immigration processes, and proactively mitigating regulatory risks that could impact business operations.
You will act as the key point of contact between noon and relevant government entities, supporting both corporate and operational needs while enabling business continuity and growth.
What You’ll Do- Serve as the primary liaison between noon and government entities, regulators, and semi‑government authorities
- Manage all government‑related processes including licenses, permits, renewals, registrations, and compliance filings
- Oversee visa and immigration processes across multiple entities, ensuring timely processing and minimal disruption to operations
- Monitor regulatory developments and assess their impact on noon’s businesses, providing proactive guidance to stakeholders
- Support new entity setup, restructuring, and expansion initiatives from a government relations and compliance perspective
- Build and maintain strong relationships with key government stakeholders to facilitate smoother processes and issue resolution
- Coordinate closely with Legal, People, Finance, and Operations teams to ensure alignment and compliance
- Identify risks related to government or regulatory exposure and propose mitigation strategies
- Maintain accurate documentation, trackers, and reporting related to government interactions and approvals
- Mentor, coach, and develop Government Relations Officers (GROs), providing guidance, performance oversight, and knowledge sharing to build a strong and scalable GR function
- 7–10+ years of experience in Government Relations, Public Affairs, or a similar role within the UAE
- Strong working knowledge of UAE government entities, visa/immigration processes, and regulatory frameworks
- Experience managing government relations across multiple legal entities
- Proven ability to navigate complex regulatory environments and resolve issues efficiently
- Strong stakeholder management, communication, and negotiation skills
- High attention to detail with the ability to manage multiple priorities in a fast‑paced environment
- Arabic fluency preferred;
English fluency required
