Regional Financial Controller; Middle East

Cahya Mata is seeking a seasoned and commercially astute finance leader to assume the role of Regional Financial Controller (Middle East), based in Dubai.

This is a strategic leadership appointment overseeing our Middle East operations, including Scomi Oiltools (Cayman) Limited
, a wholly‑owned subsidiary within the Cahya Mata Oiltools Group.

This is a critical leadership position with full oversight of the region’s finance function, partnering closely with the BU General Manager and Group Finance to drive financial governance, performance, and strategic growth across multiple Middle East jurisdictions.

As Regional Financial Controller, you will:

• Serve as the strategic finance advisor to the BU General Manager, contributing to key commercial and operational decisions
• Lead all core finance functions:
  Financial & Management Reporting, FP&A, Taxation, Treasury, Compliance, and Internal Controls
• Oversee consolidation and financial reporting across regional entities
• Drive annual budgeting, forecasting, and long‑term financial planning in alignment with Group objectives
• Ensure robust governance frameworks and strict adherence to Group accounting policies and statutory regulations
• Monitor regional financial performance, margin sustainability, cash flow, and working capital
• Identify financial and operational risks, recommending mitigation strategies at management level
• Oversee statutory audits, regulatory filings, and banking relationships
• Provide leadership and direction to Country Financial Controllers across the region
• Act as the key finance interface between regional operations and SBU/Group Finance

• Bachelor’s Degree in Accounting, Finance, or related discipline
• Professional qualification (CA / CPA / ACCA or equivalent)
• 12–15 years of progressive finance experience, including regional leadership exposure
• Experience in Energy / Oil & Gas is advantageous
• Strong technical grounding in reporting, consolidation, internal controls, and governance
• High commercial acumen with the ability to balance compliance and business agility
• Proven leadership capability in managing cross‑border finance teams
• Willing to be based in Dubai
