Responsibilities
- Review and audit the Corporation’s annual financial budgets and accounting adjustments/settlements in accordance with the accounting rules and financial instructions issued by the Department of Finance in Dubai in this regard.
- Review and audit all financial and accounting transactions issued by the organizational units reporting to the Department, prior to approval, to ensure compliance with sound accounting principles, the Corporation’s adopted policies and procedures, and the Delegation of Financial Authorities Matrix.
- Audit the implementation of approved budget transfer (virement) procedures between the budget items/chapters and verify their accuracy.
- Examine the accuracy of all accounting data and the integrity of financial procedures and applications, and verify the validity of records and financial documents, their originality, and proper utilization.
- Audit compliance with tax reporting requirements and other related financial disclosures, and prepare the relevant reports accordingly.
- Review and audit payments to suppliers prior to issuance, ensuring compliance with accounting standards, related procedures, the Delegation of Financial Authorities Matrix, and payment terms.
- Review and audit all payments within the Government Payment System and ensure compliance with accounting standards, related procedures, the Delegation of Financial Authorities Matrix, and payment terms.
- Prepare analytical reports on financial data and results, and propose recommendations to develop accounting and financial policies and procedures, with the aim of safeguarding public funds and strengthening internal controls in the organizational units reporting to the Department.
- Periodically review and audit medical insurance claims reports received from competent authorities, compare them with internal reports, and provide recommendations that ensure the efficiency of revenue collection related to insurance claims.
- Review and audit procedures for amending and cancelling insurance claims invoices related to the transfer of patients and injured persons.
- Conduct financial audits of all procurement and service contracts within the Corporation prior to signing, to ensure compliance with the policies and procedures adopted by the Corporation and the Government of Dubai in this regard.
- Conduct financial audits of recommendations issued by the competent committees for tenders, auctions, direct purchases, receipt and delivery, ensuring their compliance with the financial systems and legislations in force in the Government of Dubai.
- Review and audit procedures for issuing contractual breach penalties, warnings, contract termination procedures and related compensations, in accordance with applicable laws, regulations and legislations issued in this regard.
- Review and audit the cancellation procedures of customer and supplier invoices prior to completion, to ensure alignment with approved work procedures.
- Review and audit procedures for exempting suppliers from penalties and sanctions stipulated in contracts and purchase orders.
- Review and audit procedures related to asset replacement, disposal/destruction and donation of assets and warehouse/store materials.
- Audit procedures for issuing/dispatching warehouse materials and transferring them between the Corporation’s warehouses/stores.
- Audit the Corporation’s suppliers’ compliance with the contractual financial terms and conditions during implementation.
- Review direct purchase requests issued by all organizational units reporting to the Department and provide recommendations prior to approval, in line with the financial regulations and legislations applicable in the Government of Dubai.
- Review, from a financial perspective, requests for the sale and purchase of the Corporation’s various assets and equipment, in coordination with the concerned organizational units, and prepare reports and recommendations aimed at safeguarding public funds and enhancing the Corporation’s efficiency, in line with the instructions issued by the Dubai Finance Department in this regard.
