Job Title - Cost Consultant / Quantity Surveyor – Service Charge & Lifecycle Cost Modelling Role Purpose
- The Cost Consultant / Quantity Surveyor will be responsible for preparing, reviewing, and validating
service charge cost models for residential, commercial, and mixed-use property developments in Dubai. The role focuses on ensuring that all service charge budgets and lifecycle cost forecasts are
accurate, transparent, and fully compliant with RERA and Dubai Land Department (DLD) requirements
, including submission via the Mollak system. - The position requires strong experience in
construction cost estimating, operational expenditure (OPEX) forecasting, reserve fund modelling, and cost allocation methodologies for jointly owned properties.
- Prepare detailed
service charge cost models for new developments and existing assets in line with
RERA guidelines and best practice
. - Develop annual and long-term
OPEX and reserve fund forecasts
, including lifecycle replacement planning. - Allocate costs appropriately across
common areas, facilities, and individual units in accordance with RERA-approved allocation principles. - Prepare service charge budgets suitable for
Owners Association (OA)review and approval. - Produce
pre-contract and post-contract cost estimates
, elemental cost plans, and cost benchmarks. - Review design information to assess cost impacts on
long-term operational and maintenance liabilities
. - Carry out
cost sensitivity analysis to assess the impact of design, specification, and asset management strategies on service charges.
- Prepare and support
RERA/DLD service charge submissions
, including Mollak documentation. - Liaise with developers, asset managers, property managers, FM consultants, and Owners Associations.
- Respond to
RERA queries, clarifications, and audit comments relating to service charge budgets. - Support dispute resolution related to service charge assessments where required.
- Prepare clear, auditable
service charge reports with transparent assumptions and methodologies. - Ensure compliance with
Dubai Jointly Owned Property Law
, RERA regulations, and relevant guidance notes. - Maintain robust cost databases and modelling templates aligned with local market practice.
- Strong expertise in
service charge modelling, OPEX forecasting, and lifecycle cost planning
. - Excellent understanding of
RERA service charge regulations
, DLD processes, and Mollak submissions. - Advanced proficiency in
Excel-based financial and cost models
. - Strong analytical and commercial judgement.
- Ability to clearly explain complex cost models to non-technical stakeholders.
- High attention to detail and audit-ready documentation standards.
- Degree in
Quantity Surveying, Cost Management, Construction Economics
, or related discipline. - 5–10+ years’ experience in cost consultancy / quantity surveying roles within the UAE.
- Demonstrable experience delivering
service charge cost models for Dubai property developments
. - Working knowledge of
residential, mixed-use, and master-planned communities
. - RICS accreditation (or working towards) preferred.
- Experience working with or supporting
Owners Associations and property managers is highly desirable.
