About the Role – Procurement Manager (Civil – Consultancy, Structure & Enabling Works)The Procurement Manager – Civil is responsible for managing end-to-end procurement for civil-related project activities, including consultancy services, structural works, and enabling works. This role requires strong technical understanding of civil engineering, vendor management expertise, and commercial acumen to ensure timely, compliant, and cost-effective sourcing for high-quality project delivery.
Key Responsibilities- Manage end-to-end procurement for civil consultancy services, structural works, and enabling works
- Float RFQs/RFPs for civil contractors, consultants, and suppliers, and evaluate technical and commercial bids
- Prepare Comparative Statements (CS) and support approval processes for Purchase Orders (POs) and contracts
- Negotiate commercial terms, pricing, and delivery schedules with vendors, subcontractors, and consultants
- Monitor vendor and contractor performance on quality, timelines, and compliance with contractual obligations
- Collaborate with project, design, and engineering teams to finalize technical specifications and requirements
- Track procurement budgets, identify cost‑saving opportunities, and support value engineering initiatives
- Ensure compliance with internal procurement policies, contract management standards, and audit requirements
- Maintain accurate procurement documentation, reporting, and ERP/system records
- Provide mentorship and guidance to procurement staff for operational efficiency and adherence to best practices
- Bachelor’s degree in Civil Engineering, Construction Management, or related field
- 8–12 years of experience in civil procurement within construction, real estate, or infrastructure projects
- Strong experience in procurement of consultancy services, structural works, and enabling works
- Hands‑on experience with ERP procurement systems (SAP, Oracle, Microsoft Dynamics, or similar)
- UAE / GCC experience preferred
- Strong technical knowledge of civil engineering, structural works, and enabling works procurement
- Proven vendor management, negotiation, and contract administration skills
- Ability to interpret technical specifications and convert them into procurement strategies
- Analytical skills with focus on budgeting, cost optimization, and risk management
- High attention to detail, compliance, and documentation discipline
- Effective communication and stakeholder management abilities
- Ability to operate in fast‑paced, multi‑project environments
