Senior Value Engineering Specialist

- Implement and monitor Value Engineering recommendations throughout all project phases and prepare financial impact reports to improve cost efficiency and project outcomes.
- Develop and implement asset management strategies covering the full asset lifecycle, including preventive maintenance planning, replacement analysis, and cost-benefit evaluations.
- Establish and update Value Engineering governance policies, procedures, and manuals, ensuring organizational compliance and submission of recommendations to senior management.
- Develop and maintain cost estimation procedures for construction and engineering projects in line with international standards and best practices.
- Review and audit contractors’ bids and tenders through technical and financial evaluations to support economically sound and sustainable decisions.
- Review project cost estimates at all stages to ensure alignment with approved budgets and compliance with project objectives prior to tendering.
- Review and support the development of PPP contract structures to ensure balanced risk allocation, sustainable financing, and effective governance.
- Establish and maintain a centralized database for asset and project costs, including materials, labor, and equipment, updated in line with local market rates.
- Prepare a comprehensive Value Engineering and Asset Management manual, including KPIs to measure performance, monitor implementation, and identify improvement opportunities.
- Coordinate with multidisciplinary teams to ensure alignment between Value Engineering and Asset Management requirements and provide financial advice on design alternatives.
- Develop governance frameworks for funding flows, financial planning, and benefits realization related to asset acquisition and investment.
- Ensure compliance with ISO 55001 Asset Management standards through performance reviews, risk assessments, and continuous improvement initiatives.
- Prepare strategic analytical reports on asset efficiency, depreciation, future cost projections, and performance indicators.
- Ensure compliance with information security, confidentiality policies, and applicable regulations.
- Perform any other duties related to the role as assigned.
Education:
Bachelor’s degree in one of the following disciplines:
- Civil Engineering
- Architectural Engineering
- Mechanical Engineering
- Electrical Engineering
- 6–8 years for UAE nationals
- 12–15 years for non-nationals
- Certified Value Specialist (CVS)
- Project Management Professional (PMP)
- ISO 55001 Lead Auditor or Lead Implementer
- Financial awareness and cost optimization
- Innovation and problem-solving
- Stakeholder coordination and communication
- Governance and compliance
- Strategic thinking
- Value Engineering methodologies
- Construction and engineering cost management
- Financial analysis and cost modelling
- Tendering, contracts, and technical specifications
