Position: Project Manager (Tank Truck Loading Rack Construction Project)

Key Responsibilities

The Project Manager's responsibilities include, but are not limited to:

1. Overall Project Management
  • Manage day-to-day operational aspects of the project by effectively coordinating relevant construction and engineering activities between the main contractor, sub-contractors, vendors, other third parties, local authorities, Terminal departments (Operations, HSSE, Maintenance, Procurement, and Logistics), and Management team.
  • Provide technical reviews and recommendations, including the integration of operational requirements/feedback in the design and its implementation.
  • Review, revise as required, and implement detailed project execution plans within the agreed overall project timeline, Terminal strategy and requirements.
  • Ensure the Company's HSSE standards and policies are strictly observed and implemented throughout the duration of onsite construction activities.
  • Ensure smooth progress and completion of the project within the approved budget, timeline, quality and industry standards, and in line with the project scope and contract, applicable local laws and regulations.
  • Set up project-related cost control structure for monitoring, steering and reporting purposes.
  • Prepare, keep up-to-date and fortnightly report to Terminal Management a R.A.I.D. register in order to anticipate and proactively manage potential project risks.
2. Contractor, Engineering Support, and Supplier Management
  • Ensure that all project documents are complete, correct, and in line with technical and design specifications, operational, authority and contractual requirements.
  • Effectively coordinate activities of various third-parties (e.g. MSRA, HAZOP, inspections, NDTs, etc.).
  • Evaluate and approve contractor submissions and ensure strict compliance with the scope of work and all other and contract terms and conditions with regards to residual engineering and field design changes, engineering/design calculations, sub‑contractor and vendor selection, material selection.
  • Coordinate project activities and directing the integration of multi‑party tasks.
  • Review and ensure proper implementation of quality assurance procedures.
  • Prepare and implement, in collaboration with the engineering support team and contractor, Communication and RACI matrices, which shall be followed for all project‑related communications and approvals.
3. Site and Construction Coordination
  • Effectively enforce the Company's project, technical and HSSE standards and requirements.
  • Enforce the Company's HSSE reporting requirements.
  • Supervise, monitor and inspect contractors and suppliers' work and material to ensure performance is of acceptable quality.
  • Periodically review work progress, monitor accomplishment of agreed milestones, proactively identify potential delays, and implement recovery/mitigating measures/catch‑up plans to keep pace with target schedules.
  • Review and approve Quality Control surveyor reports.
  • Review and approve Piping Layouts, Equipment and Material data sheets.
  • Review and approve General Arrangment and detailed drawings.
  • Review, correlate, and approve design documents, Isometrics, GADs and P&IDs, and cross‑check the bill of materials submitted by the contractor.
  • Review and approve contractor method statements/risk assessments and procedures.
  • Coordinate with the engineering support team, contractor and other third parties for field design changes, site constraints and status of documents, preparation of as‑built‑drawings and other documents.
  • Monitor and control site activities, and timely discuss corrective actions with all concerned stakeholders.
  • During site inspections and onsite activities, observe work practices and site conditions and promptly raise concerns where activities are found to be non‑compliant with Client requirements, applicable standards, or good industry practice.
  • In case any unsafe condition or act presents an immediate risk to personnel, assets, or the environment, immediately cease the affected activity, notify the Client and PC Contractor, and keep the activity temporarily suspended until the unsafe condition or act is resolved.
