The HSE Officer is responsible for implementing, monitoring, and enforcing Health, Safety, and Environmental (HSE) policies across interior fit‑out projects to ensure compliance with UAE laws, local authority regulations, client requirements, and international HSE standards. The role focuses on creating a safe working environment, minimizing risks, and promoting a strong safety culture on site.
Key Responsibilities Health & Safety Management- Implement and maintain the company’s HSE Management System across all interior fit‑out projects.
- Ensure full compliance with UAE Federal Laws, local authority regulations (Dubai Municipality, Abu Dhabi OSHAD, Civil Defense, etc.), and client HSE requirements.
- Conduct risk assessments, Job Safety Analysis (JSA), and Method Statement reviews for fit‑out activities such as carpentry, joinery, MEP works, painting, ceiling works, and finishing activities.
- Identify hazards and ensure effective control measures are implemented and maintained.
- Carry out regular site safety inspections and audits to ensure compliance with approved HSE plans and procedures.
- Monitor high‑risk activities including work at height, hot works, electrical works, lifting operations, and confined spaces.
- Ensure proper use of Personal Protective Equipment (PPE) and safe work practices by all employees and subcontractors.
- Conduct HSE inductions for new employees, subcontractors, and visitors.
- Deliver toolbox talks, safety briefings, and awareness campaigns related to interior fit‑out hazards.
- Promote a positive safety culture among workers and supervisors on site.
- Investigate accidents, near misses, and unsafe acts/conditions.
- Prepare incident investigation reports, root cause analysis, and corrective/preventive action plans.
- Maintain records of incidents, corrective actions, and follow‑up closures.
- Prepare and maintain HSE documentation including HSE plans, emergency response plans, permits to work, and inspection checklists.
- Maintain accurate HSE records such as training logs, inspection reports, and accident statistics.
- Submit regular HSE performance reports to management and clients.
- Monitor environmental aspects such as waste management, dust control, noise, and chemical handling.
- Ensure proper disposal of construction and fit‑out waste in accordance with local environmental regulations.
- Liaise with project managers, site engineers, supervisors, clients, and consultants on HSE matters.
- Coordinate with subcontractors to ensure alignment with company and project HSE standards.
- Support management during client audits and inspections by authorities.
- Bachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, or a related field.
- Certifications (Preferred / Required)
- NEBOSH IGC or equivalent (mandatory)
- IOSH Managing Safely (preferred)
- First Aid & Fire Fighting Certification
- UAE‑approved HSE certifications (where applicable)
- Minimum 5–7 years of HSE experience in the construction industry in UAE
- Proven experience in interior fit‑out projects within the UAE is highly preferred.
- Strong knowledge of UAE HSE regulations and construction safety standards.
- Excellent understanding of interior fit‑out activities and associated risks.
- Good communication and interpersonal skills.
- Strong reporting, documentation, and analytical skills.
- Ability to work independently and handle multiple sites/projects.
- Proficient in MS Office and basic reporting tools.
- Key Performance Indicators (KPIs)
- Reduction in accidents and near‑miss incidents
- Compliance with HSE audits and inspections
- Timely closure of corrective and preventive actions
- Training completion and safety awareness levels
