HSE Officer
General Description
The HSE officer is responsible for fostering safety awareness by effectively communicating company policies, procedures, and best practices. Promoted safe behaviour through continuous coaching and actively encouraged the reporting of incidents, hazards, and potential risks. Championed proactive participation and initiative to prevent workplace injuries. Conducted regular safety inspections and observations across operational sites, facilities, and accommodations to ensure compliance with safety standards.
Accountable for developing comprehensive risk assessments, performing asset verification audits, and carrying out service quality observations to uphold the organization’s commitment to safety and operational excellence.
- Supporting operational management in achieving compliance with client QHSE management systems, legislative requirements and standards including adherence to ISO 9001, ISO 14001 and ISO 45001.
- Be positive in your attitude to daily and unforeseen circumstances, be positive by giving ideas to help find a solution and not by being negative and giving reasons why it cannot be done.
- Liaising with external regulatory and client organizations and their representatives to ensure that their quality, health, safety and environmental requirements are compatible and that they are clearly communicated.
- Promptly responding to all reports of unsafe conditions, unsafe activities, and incidents near misses, which are received, from Action workers and subcontractors. Taking prompt corrective action and advising management accordingly with regard to unsafe/unhealthy procedures, methods, facilities, equipment and substance.
- Providing training and on-site specific coaching for staff in relation to Health and Safety policies, practice and procedures.
- Promoting and coordinating the integration of environmental management and sustainability issues into policies, rules, products, services and operation.
- Treat all employees, Clients and sub-contractors with respect, listen and answer in a respectful polite manner.
- Conducting documented Inspections, recommended corrective actions on the prevention and elimination of hazards in the workplace and follow up on the closure of action items.
- Stopping the job when risks are high, and the job is outside the desired scope of work and coaching the workforce in their right and responsibility in the STOP authority.
- Preparing Project, Job Safety & Environmental Analysis, Hazard Identification and Risk Assessment.
- Carry out service quality site inspections, to verify equipment onsite is as per ‘as built drawings’ and MCS inventory and reporting to the site team, SBU managers, QHSE manager & Action’s internal auditor. Which ensure the site installations are installed as per good practice to enable a better more consistent level of service quality.
- To maintain good time keeping and work ethic. Ensure proper written & face to face, handovers are done when applicable.
- Ensure adherence to Client’s/Project established safety rules, standard, codes of practice & providing professional direction, guidance and support to the site-based Safety Officers / workers as required.
- Identifying applicable local regulations and their provisions as they relate to the project scope, initiate implementation & monitor compliance. And Correct unsafe act, unsafe condition and particular deficiencies.
- Flexible in your working schedule and for possible permanent and temporary relocations to other areas within the Organization.
- Conduct Service Quality inspections and observations and report to the QHSE manager and the SBU managers the findings.
- Promoting and coordinating the integration of service quality issues into policies, rules, products, services, and operation.
- Using and promoting ACTION best practices, highlight any non-conformities especially during the installations phase.
- Bachelor's degree in Civil Engineering.
- Certification in Health & safety from a reputable institution (NEBOSH IGC or equivalent).
- ISO 45001 & 14001 internal auditor certificate.
- Must be tactful and diplomatic, with effective communication skills, with ability to deliver presentations and communicate issues clearly to the different stakeholders.
- Able to work independently and as a part of a team with a high level of self-motivation and organizational skills, to enable work on simultaneous projects effectively.
- Hold a current driving license.
- First Aid Certificate.
- Minimum 5 years of experience in a HSE officer role with 1 year experience as HSE supervisor or acting HSE supervisor.
- ISO 9001 external auditor certificate.
- An IADT certificate would be preferential.
- To have a 2nd NEBOSH Safety certificate or equivalent.
