Chief Specialist - Talent Development Center
Overview
Formulation and implementation of policies and strategies for the Training Centre to support organizational growth and excellence.
Design and implementation of procedures and systems for training and development aligned with HR strategy and international best practices.
Develop functional capabilities through annual learning and development plans, including leadership and technical programs tailored to job needs.
Development of professional growth frameworks by assessing competencies and capability levels through behavioral and technical assessments.
Creation of strategic partnerships with external training centers and institutions to enhance program quality and reach.
Work in Centre-wide restructuring and reorganization initiatives to ensure alignment with evolving business priorities.
Operations- Oversee Implement scholarship, graduate, and summer training programs to support early talent pipelines.
- Oversee execution of training and development programs, ensuring operational efficiency and adherence to approved plans.
- Supervise the execution of individual performance evaluation processes in line with Dubai Government HR policies and internal procedures.
- Manage the logistical arrangements and operational support for training courses and learning programs.
- Direct the implementation of new employee induction programs to ensure consistent onboarding experiences.
- Oversee Training Centre Functions and ensure optimal utilization of resources and assets across RTA.
- Evaluate all training programs and providers, preparing detailed performance and impact reports for continuous improvement.
- Recommend enhancements to training content, delivery methods, and evaluation tools based on feedback and learning analytics.
- Coordinate with internal stakeholders to implement improvements in professional development frameworks.
- Demonstrated ability to evoke and transmit positive energy, fostering engagement and collaboration across teams.
- Strong commitment to community service and customer-centric delivery, with a proven record of responding effectively to stakeholder needs.
- Consistent track record of excellence in execution, delivering initiatives on time and with high quality.

- Advanced experience in Assessment & Talent Pool Development, supporting succession planning and workforce readiness.
- Strong expertise in Employee Performance Management and Individual Development Planning (IDP).
- Proven capability in Digital Learning Platform Management and Learning Strategy Design & Implementation.
- Solid experience in market research and benchmarking to ensure learning practices align with best-in-class standards.
- Advanced Project Management skills, managing multiple learning initiatives simultaneously.
- Ability to conduct ROI Assessment and measure learning impact.
- Hands-on experience in Training Program Management, from design to evaluation.
- Working knowledge of Talent Strategy Formulation.
- Experience in Training Needs Analysis (TNA).
- Exposure to Training Operations and Learning Center Management.
- Experience in Learning Ecosystem Design & Implementation.
- Knowledge of skills-based organization design and enablement.
- Familiarity with AI-driven learning pathways and intelligent skill navigation.
- Understanding of AI-enabled learning impact measurement.
- Competence in Knowledge & Innovation Management.
- Ability to support change management initiatives and workforce agility.
