In this role, you will be responsible for leading and managing all procurement activities related to development projects s includes strategic sourcing, vendor prequalification, bid management, evaluation, contract negotiation, and award processes. The role ensures alignment with project timelines, budgets, and regulatory compliance, while facilitating a seamless handover to the post-contract team.

Responsibilities
  • Be responsible for and manage procurement activities for the Shamal Development Department, related to development projects.
  • Lead end-to-end procurement process for Consultants and Contractors
  • Coordinate with internal and external stakeholders to ensure a well-coordinated approach to the procurement processes.
  • Ensure that all procurement processes and procedures, as set out in the Shamal development departments policies and procedures, are followed, including all required documentation and approvals (SOW, RAT).
  • Manage procurement done by 3rd party developers and ensure 3rd party developers’ assessments or submissions are reviewed in line with the current Shamal DOA, Policies and Procedures.
  • Manage tendering processes including RFP preparation, bid evaluation and contract award
  • Responsible for preparation and management of Request for Tender (RFT), Request for Quotations (RFQ) and any other procurement documents required to obtain relevant and accurate pricing from suppliers.
  • Negotiate commercial terms with vendors and contractors to ensure optimal cost, quality, and timelines.
  • Lead the bid opening process and ensure the applicable procurement procedures and care are complied with.
  • Prepare commercial analysis of all received bids and manage the process to conclude the techno-commercial evaluations by all involved stakeholders.
  • Drafting of the Tender Award Recommendation (TAR) reports and review TAR’s where the same is received from the 3rd party developer and/or consultants and ensure compliance to current DOA, processes and policies.
  • Manage negotiations with bidders and suppliers to obtain competitive bids.
  • Lead vendor management including but not limited to executing of NDAs, due diligence checks on financials, business legalities, etc., for all suppliers, contractors, consultants that are engaged or will be engaged with Development Projects.
  • Manage the Dynamics 365 procurement functionality (including successful uploading of all required documentation) and provide the necessary training for new procurement employees.
  • Manage approval process of amendments to standard conditions agreed by legal and management.
  • Manage and prepare Purchase Requisition s (PR) and Purchase Orders (PO).
  • Maintain a status tracker for all procurement workflows.
  • Develop and implement project-specific procurement strategies in coordination with project managers and other stakeholders.
  • Build and maintain strong supplier, consultant and contractor relationships to ensure long‑term value and reliability.
  • Collaborate with various departments such as Legal, Finance, Insurance, and Development teams to ensure contracts and procurement processes meet organizational standards and regulatory compliance.
  • Ensure procurement records, approvals, and documentation are complete and auditable.
  • Identify risks in the supply chain and propose mitigation strategies to minimize project impact.
  • Provide regular updates and reporting on procurement status, cost savings against project timelines and budget.
  • Stay updated with market trends, material prices, and alternative sources to support cost & time effective decision-making.
  • Liaise with the post-contract team to ensure a smooth transition by summarizing and communicating the key commercial and contractual terms of the awarded contracts.
Qualifications
  • Relevant Bachelor's degree in a relevant field or similar.
  • Professional certifications (e.g., RICS, CIPS, PMP) are an advantage.
  • Minimum 8-10 years of experience in procurement, with at least 5 years in the region in a project-focused procurement role within real estate, construction, or infrastructure sectors.
