Position: Engagement Manager (Arabic speaking)

Using our core technology platform, we build AI-native solutions that transform how teams search, analyze, and act on information
, developed through structured discovery and rapid prototyping in our partners’ real operational context.

We are now looking for an Engagement Manager based in Dubai to shape and lead our most strategic relationships in the UAE.

About the role

This role sits within Neol’s Business Development team and reports directly to the CEO. It is fundamentally a strategic business development position
, with a strong project management and orchestration component. You will identify the right government and quasi-government institutions, work with the CEO to open senior-level doors, shape early conversations, and steer engagements toward clear commercial and strategic outcomes.

A core responsibility of this role is to source and frame opportunities that progress into the solution-building phase
. This means aligning the right stakeholders inside the customer organization, structuring early discovery, qualifying the depth and urgency of the opportunity, and securing commitment to move forward. Once the opportunity is shaped, you coordinate with Neol’s internal specialists who lead the development and validation.

Throughout the entire lifecycle, you maintain momentum by managing the customer pipeline, leading opportunity area discovery, orchestrating internal alignment, and ensuring that each engagement evolves from initial interest into a clearly defined, high-value opportunity with a strong path toward scale.

  • Minimum 8 years specifically in business development, customer-facing consulting, or engagement management; project management experience is a strong plus.
  • Prior experience working with government entities or large institutions in the UAE is highly preferred.
  • Demonstrated ability to shape opportunities and manage complex, multi-stakeholder engagements from start to finish.
  • Familiarity with software development, data, analytics, AI concepts, or large-scale digital transformation initiatives.
  • Experience leading structured discovery processes and translating findings into clear, actionable, and well-scoped solution pathways.
  • Full professional working proficiency in Arabic and English for high-quality written and verbal communication.

  • Ability to lead high-level BD conversations and convert ambiguity into structured next steps.
  • Strong synthesis and storytelling skills for crafting compelling strategic narratives.
  • Excellent stakeholder management and cross-functional coordination.
  • Competence in problem analysis, opportunity framing, and defining solution pathways.
  • Operational rigor: planning, sequencing, risk management, and follow-through.

1. Strategic Business Development
  • Identify and prioritize high-potential government and quasi-government accounts in the UAE.
  • Open senior-level doors and build trusted relationships with executive stakeholders.
  • Frame compelling narratives using Neol’s AI-native capabilities, tailored to each institution’s mandate and data landscape.
  • Drive early-phase discovery to surface urgent operational needs.
  • Qualify opportunities based on scope, data readiness, strategic value, and ability to scale.
  • Working closely with the CEO, ensure steady inflow of qualified opportunities by continuously nurturing relationships, identifying triggers, and spotting new openings.
  • Maintain a clear, accurate, and strategically prioritized pipeline across all accounts.
