Summary Statement
A class incumbent performs social service administration work overseeing the functional and administrative operations and implementation of statewide social service programs and/or special projects assisting the Director or Deputy Director in the areas of policy interpretation, rules and regulation compliance, budget preparation, legislation drafting and revision, developing and providing media information and representing the division on statewide task forces and committees.

- Provides interpretation, implementation and communication of state and federal regulations to statewide, regional and administrative staff.
- Develops and coordinates budget proposals for division's operating budget.
- Recommend need for policy and procedure revisions to accomplish program objectives and meet client needs.
- Supervises, reviews, evaluates, coordinates, and prioritizes staff work and makes recommendations on hiring and disciplinary action.
- Monitors hearings and grievances to ensure client/employee provider complaints are processed in accordance with time standards and policy decisions.
- Maintains and negotiates contractual agreements, develops proposal requests to implement state and federal regulations and program services.
- Monitors program service effectiveness through reviews and statistical reports, and develops corrective actions.
- Assesses operations and regulation requirements for computerization, developing maintenance requests for programmers.
- Chairs statewide committees, task forces, arranges meetings, coordinates interdivisional projects, develops press releases, provides media information, and prepares analytical and statistical reports.
JOB REQUIREMENTS for Social Service Chief Administrator
- Three years of experience in health or human services work applying theories, principles, laws and practices that assist with and improve life for individuals, families, or communities.
- Three years of experience in developing policies and procedures.
- Six months of experience in health or human services program administration such as overseeing development, implementation, and evaluation of programs; planning and establishing short and long‑range program goals and objectives; providing consultation to other agency units.
- Six months of experience in budget management and control, including managing expenditures within appropriations, monitoring and projecting budgets within set policies and procedures.
- Six months of experience in staff supervision, including planning, assigning, reviewing, and evaluating staff work.
