Job Overview

The incumbent in this position will manage and monitor grant budgets and expenditures within the Division of Social Services. Duties include reviewing programmatic expenditures; reconciling and analyzing grant budgets; grant reporting; monitoring General Funds and Appropriated Special Funds (ASF); reviewing and processing grant award letters; processing grants in the State’s accounting system, First State Financials (FSF), including submission for Clearinghouse approval.

Assisting with the preparation of federal grant audits and performing related duties as required.

Essential Functions
  • Plan, develop, and conduct fiscal studies including analysis and compilation of financial data, business, financial and regulatory plans.
  • Identify errors, issues, patterns or trends and opportunities for improvement/cost savings.
  • Prepare and produce regular budgetary reports, financial forecasts and projections.
  • Monitor and analyze program expenditures for compliance with budgets, agreements, grants, contracts and applicable laws.
  • Work with division and fiscal staff to review, develop and maintain budgets.
  • Research technical questions regarding financial and regulatory compliance.
  • Analyze payroll, resources, and other information to assist in staffing plans.
  • Analyze legislative projects to support capital improvement and other initiatives.
  • Monitor state and federal legislation to determine its impact on the agency’s financial position.
  • Use financial modeling and automated information systems to research, review, analyze and report on financial information.
  • Conduct other special reviews, studies and projects relevant to agency operations and present findings.
  • May supervise two or more merit full‑time positions, performing planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination and promotion.
  • Perform other related duties as required.
Job Requirements

Education / Experience

  • At least four years of experience compiling, analyzing and reporting financial data for effective accounting or financial planning.
  • OR a Bachelor’s degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or a related field.
  • At least six months of experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs.
  • At least two years of experience in planning, designing and conducting fiscal management studies.
  • At least two years of experience in analyzing financial problems, developing alternatives, and recommending solutions.
