Summary Statement

The Fiscal Manager position within the Office of Management and Budget (OMB) delivers financial leadership and oversees fiscal operations supporting 12 OMB divisions including the Lieutenant Governor’s Office and the Governor’s Office. These responsibilities include, but are not limited to, Accounts Payable, Accounts Receivable, Grants Management, Statewide Billing, Project Costing, and Payroll. This position is responsible for ensuring strict compliance with all applicable State and Federal policies and procedures, Delaware Code, and OMB-specific policies and guidelines.

While financial responsibilities may be reassigned as operational needs change, the primary focus of this role will be financial reporting, accounts payable, accounts receivable, and statewide billing.

Essential Functions
  • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles, practices, and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.
  • Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • May be responsible for purchasing, disbursement, and inventory of equipment and supplies.
Job Requirements
  • Three years’ experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  • One year of experience in assembling, analyzing and interpreting financial and accounting data and preparing comprehensive financial reports.
  • One year of experience in budget management and control such as managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  • Six months' experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
