Position: Electric Meter Technician I

Description

($25.25 - $40.39)

After successful completion of training and satisfactory work performance, along with successfully completing the electrical metering certification from the TVPPA, an incumbent may progress to an Electric Meter Technician II after three (3) years of experience as an Electric Meter Technician I ( $25.25 - $40.39). This position performs technical duties to assist in the installation, maintenance, field/shop testing, repair and upgrading of electric metering equipment.

Major

Duties
  • Ensures the accuracy and proper operation of installed residential, industrial, commercial and substation metering sites through the use of complex field test equipment, shop test equipment, and other diagnostic equipment.
  • Assists in installing and maintaining electrical metering for billing residential, commercial, and industrial customers.
  • Assists in the management of division inventory; ensures an accurate count of on-hand and in-system quantities; confirms the proper receipt and charge-out of instrument transformers, electric meters, meter bases, and other electric materials.
  • Assists in the programming and testing of single-phase and three-phase electric meters.
  • Monitors the work area to ensure the safety of crew members, the public, equipment, and other property.
  • Assists in completing work orders (paper and electronic) by tracking all material and equipment utilized and maintaining accurate records, including meter number and reading.
  • Installs Advanced Metering Infrastructure (AMI) system components, including meters, data collection units, antennae, and cable.
  • Assesses the proper function of instrument transformers by turns ratio, excitation current, and the polarity of current and potential transformers.
  • Assembles and assists with the installation of primary and secondary instrument transformer racks by mounting and wiring instrument transformers and associated meter bases.
  • Provides technical support to customers, contractors, and the public.
  • Assists in power restoration efforts caused by weather and other natural disasters.
  • Performs investigations of theft of services and/or damaged electric meters.
  • Performs computer related tasks on assigned work order software, windows, excel and other meter data management software.
  • Assists in reading and understanding electrical diagrams and schematics.
  • Performs related duties.
Knowledge, Skills, And Abilities Required By The Position
  • Knowledge electrical theory and its application in the daily operation of an electric utility.
  • Knowledge of working on or near live electrical equipment.
  • Knowledge of Personal Protective Equipment (PPE) requirements.
  • Knowledge of minimum approach distances when working near energized electrical systems.
  • Knowledge of SCADA monitoring, usage and operations.
  • Knowledge of city and department policies and procedures.
  • Knowledge of the operation, maintenance, and construction of electric transmission systems, substations, and electric distribution systems and their associated devices and equipment.
  • Knowledge of traditional and advanced metering infrastructure practices.
  • Knowledge of inventory management principles.
  • Knowledge of computers and job-related software programs.
  • Skill in the operation of a variety of job-related tools and equipment.
  • Skill in troubleshooting and resolving electrical metering system issues.
  • Skill in reading and understanding electrical schematics.
  • Skill in operating and using job-related tools and equipment, including bucket trucks, aerial work platforms (AWP), fork lift, etc.
  • Skill in problem solving and troubleshooting.
  • Skill in prioritizing and planning.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
  • Skill in the safe operation of a motor vehicle.
SUPERVISORY CONTROLS

The Chief Electric Meter Technician assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.

GUIDELINES

Guidelines include voluntary OSHA regulations, the APPA Safety Manual, the city personnel handbook, the National Electric Safety Code, the National Electric Code, the Department of Energy efficiency standards, IEEE guidelines, ANSI standards, NERC regulations, FCC regulations, the ALDOT Utility Manual, Tennessee Valley Public Power Association construction standards, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

OF WORK
  • The work consists of varied technical duties. Working with energized equipment at elevated heights and in inclement weather contributes to the complexity of the work.
