Qatar Airways are pleased to announce an incredibly exciting opportunity to join our Flight Operations – Navigation Services team as a Manager Flight Strategy and Planning to be based in Doha, Qatar.

As a Manager Flight Strategy and Planning, you will be responsible for providing strategic leadership and oversight of both the technical and operational aspects of Flight Dispatch and Flight Watch. This role ensures the development, implementation, and consistent enforcement of policies and procedures governing the Flight Dispatch function, in full compliance with all applicable safety, regulatory, and operational requirements.

• Manage and ensure the ongoing reliability and enhancement of operational capacity/capability of all Flight Dispatch technical support systems.
• Work closely with Manager Flight Dispatch and Flight Watch to develop Dispatch procedures, ensuring minimized cost of operations, improved OTP and improved safety and efficiency of flights.
• Work closely with Manager Flight Dispatch and Flight Watch to ensure Quality Control mechanisms and procedures are established within Flight Watch and Flight Dispatch environment.
• Ensure regular review of the process and identify gaps in the existing processes of Flight Dispatch and system capabilities to propose and coordinate improvement areas for enhanced efficiency.
• Ensure the functional/design specifications with the business case are presented to the senior management highlighting the impact of any unforeseen change on efficiency and providing a recommendation to mitigate risks in such situations, take full responsibility for overseeing the end-to-end project/process implementations.
• Manage business analysis of all projects directly handled, ensuring thorough business requirements analysis is maintained and completed for all projects within the Flight Dispatch area by the relevant department support.
• Identify Flight Dispatcher training requirements and ensure the process is established for developing and delivering training criteria and courses.
• In co-ordination with Flight Dispatch training function, ensure all training requirements for Flight Dispatchers are met and their records are maintained to ensure regulatory compliance.
• Analyse operational data and provide technical feedback on the Flight Dispatch and Flight Watch functions, the feasibility, improvement, and development requested by the Flight Operations management.
• Analyse operational data with flight dispatch training and convert the events into a training program to improve the functions of the Flight Dispatch Department.

• Relevant College or University qualification with minimum of 9 years of job-related experience.
• Possession of Flight Dispatch Licence, Certificate or equivalent issued by a Regulatory Authority or a Regulatory Authority approved Institute.
• Experience in Flight Operations business administration, management consulting or strategic planning.
• In-depth knowledge of regulatory and compliance requirements relevant to dispatch and operational control (e.g., airline OPS specs, authority approvals, dispatch responsibilities).
• Knowledge in aviation Weather and NOTAM assessment and operational risk mitigation.
• Understanding of MEL/CDL operational impact (dispatch/operational implications).
• Experience in LIDO or NAVBLUE Computer Flight Planning systems preferred.
• Knowledge of ETOPS/EDTO/NAT HLA regulation and procedures preferred.
• Strong understanding of airport constraints, ATFM/flow programs, slot/curfew impacts, and airspace restrictions.
• Thorough knowledge of FAA/EASA/ICAO regulations and Airspace management preferred.
• Familiarity with safety, quality, and audit processes (SMS, IOSA or equivalent frameworks).
• Proficient with Microsoft 365, Power BI and office applications.
• Strong Analytical and Interpersonal skills.
• Excellent command of spoken and written English.
