Job Purpose
To identify, assess, and mitigate risks affecting the Road Operation & Maintenance (O&M) project’s performance, budget, and reputation, ensuring compliance with Ashghal, Qatar Energy, and international risk management standards (ISO 31000). The role addresses challenges related to desert environments, oilfield proximity, and contractual penalties under performance-based contracts.
Key Responsibilities- Conduct weekly risk audits covering desert-specific hazards such as sandstorms, extreme heat, and remote work locations.
- Audit road O&M risks including pavement failures, drainage blockages, and traffic diversions.
- Audit contractual risks such as penalties for missed KPIs and stakeholder disputes.
- Apply quantitative risk analysis tools (e.g., FMEA, Monte Carlo simulations) to prioritize risks based on likelihood and impact.
- Develop and implement action plans for high-impact risks, including emergency response measures for oil spills near Dukhan Field.
- Coordinate risk mitigation efforts with Traffic Operations Manager and Planning Engineer.
Monitor compliance with performance-based contract clauses, particularly Ashghal’s service level requirements and associated penalties. Verify that insurance policies adequately cover project risks, including third‑party liability and equipment damage.
Reporting & Stakeholder Communication- Prepare and submit monthly risk dashboards to QBC/Ashghal, including top 10 risks with likelihood/impact matrices.
- Update mitigation progress using RAG status (Red/Amber/Green).
- Facilitate risk workshops with subcontractors, Qatar Energy representatives, and other stakeholders.
Education
Bachelor’s degree in Civil, Mechanical, or Environmental Engineering.
Master’s degree or MBA preferred.
CertificationsCertified Risk Manager (CRM) or PMI‑RMP (mandatory).
ExperienceMinimum 15 years total experience, with at least 5 years in risk management for road O&M or oil and gas projects.
International exposure outside the MENA region (e.g., UK, Australia) in desert highway projects is highly desirable.
Technical SkillsProficiency in risk management software.
Strong knowledge of Qatar’s MOMRA road standards and FIDIC contract conditions.
Soft SkillsFluency in English (Arabic proficiency is an advantage).
Strong crisis management abilities for remote project escalations.
Excellent communication and stakeholder engagement skills.
Family visas (spouse + 2 children) are provided; schooling allowances are not included unless specified in the offer.
The standard schedule is 6 days/week (Sunday–Friday), 8 hours/day (48h/week). During peak maintenance or emergencies, overtime applies per Qatar Labor Law (max 60h/week).
