Job DescriptionAbout the Role
OISSG Consultancy is seeking a skilled Change Management Specialist to join a major government digital transformation and service reengineering initiative in Qatar. The role focuses on driving organizational and digital adoption through structured change strategies, stakeholder engagement, and bilingual communication excellence.
Responsibilities- Lead change management activities supporting service transformation and digital adoption.
- Develop and execute change strategies, stakeholder engagement plans, and communication roadmaps.
- Design and deliver bilingual awareness campaigns, workshops, and training materials.
- Conduct readiness assessments, feedback loops, and adoption tracking.
- Manage the Change Champions program and internal communication plans.
- Collaborate with PMO leadership and client stakeholders to ensure seamless transformation delivery.
- 3–7 years of experience in Change Management (public sector or large transformation programs preferred).
- Strong background in digital transformation, enterprise system adoption, or government modernization.
- Excellent facilitation and stakeholder engagement skills.
- Proven ability to prepare bilingual (Arabic/English) training and communication materials.
- Excellent communication skills in Arabic & English (mandatory).
- Relevant certifications preferred:
Prosci, ACMP, PMP, ITIL, or SCMP. - Knowledge of business process management, service design, or organizational excellence is an asset.
- Experience in service digitalization, automation, or e-government programs.
- Familiarity with organizational excellence and transformation frameworks.
- Strong analytical, communication, and interpersonal capabilities.
