About the Position

Senior Safety Officer role based in Qatar onshore.

Position title:

Senior Safety Officer. Tentative starting date: 15 April 2026. Contract duration: 24 months. Normal working days: 6 days per week.

Work location:

Onshore – Doha & Ras Laffan.

• Qualification:
  
  Bachelor’s degree in science, engineering, or safety discipline.
• NEBOSH diploma or equivalent.

• 10 years of experience, including at least 8 years as an HSEQ / SHE&S professional.
• Experience in the oil and gas HSEQ management of FEED and EPC projects, engineering, construction and commissioning projects, systems completions coordination, hook‑up/commissioning, and start‑up activities in brownfield and greenfield environments.
• Experience in at least 2 FEED projects executed within the last 8 years.
• Experience in implementation of HSEQ systems and building HSEQ capability and competence in a new project from FEED phase up to EPC phase including detailed engineering, procurement, construction, commissioning and start-up.
• Good understanding of both qualitative and quantitative risk assessment techniques. Experience actively participating in process safety studies such as HAZID, HAZOP, SIL, fire & explosion, dispersion modelling and FERA/QRA studies.
• Experience with contractors, sub‑contractors and vendors involved in the oil and gas industry, and providing Safety Leadership to large contractors’ workforce to drive proactive safety culture and Safety KPIs.
• Experience in active participation of workers’ welfare programmes.
• Knowledge in developing and implementing Emergency Response Procedures to deal with H2S risk to the workers.
• Experience in development and maintenance of Project HSE Risk Registers.
• Ensuring the implementation of Safety, Health, Environment and Security procedures, plans and processes for the Laffan Offshore Terminal South (LOTS) Project to achieve safe execution of all project phases in accordance with the Company’s HSEQ objectives and targets.
• Ensuring the effective implementation of the LOTS Project HSE Management System in a dynamic project environment with consideration to HSE, Worker Welfare, Quality, Cost and Schedule.
• Aligning LOTS project HSEQ activities with the Company Management System (PMS) while progressing and maturing the project scope, standards and stakeholder requirements.
• Ensuring safety considerations and regulations are fully embedded in FEED engineering deliverables and design decisions before moving to EPC phase, and involved in strategic stewardship of project activities spanning multiple contractors and work fronts.
• Completing a large number of HSE related studies in a timely manner as part of FEED and EPC projects to enable design decisions that meet execution milestones.
• Major challenges include maintaining effective working relationships with both contractors and stakeholders (e.g., Operations, Project and HSEQ) to ensure alignment of loss prevention and HSE philosophies in accordance with project requirements and plans.

• Support project lifecycle management by identifying HSE deliverables and actions at each project phase (FEED, EPC, Commissioning, Operations, etc.).
• Lead development of early LNG company Project Management System Plans and project HSE deliverables throughout the project phases, especially during the LOTS FEED phase.
• Provide HSE leadership and support the LOTS PMT FEED team to ensure compliance with company and regulatory requirements.
• Advise project management on effective implementation of the Project Safety Management System, stewardship of HSE performance indicators and management of HSEQ interfaces with stakeholders.
• Prepare HSE requirements for Invitation To Tender (ITT) and conduct contractor HSE evaluations.
• Provide safety requirement inputs into the FEED phase of the project to promote safe design and execution principles.
• Develop, review, approve and monitor contractor HSE systems and plans for FEED and EPC phases including but not limited to design reviews, construction and commissioning phases as per PMS (e.g., Safety Management Plan, Emergency Response Plan, Environment Management, Security plans, etc.).
