Job Summary

We currently have an opportunity for a Senior Safety Officer role. This position is based in Qatar onshore.

• Qualification:
  
  Bachelor’s degree in science, engineering, or safety discipline.
• NEBOSH diploma or equivalent.

• 10 years of experience including at least 8 years as a HSEQ / SHE&S professional.
• Experience in oil and gas, HSEQ management of FEED and EPC projects, engineering, construction, commissioning, systems completions coordination, hook up/commissioning, start‑up activities in brownfield and greenfield environments.
• Experience in at least two FEED projects executed within the last eight years.
• Experience in implementation of HSEQ systems and building HSEQ capability from FEED to EPC, covering detailed engineering, procurement, construction, commissioning and start‑up.
• Good understanding of qualitative and quantitative risk assessment techniques; active participation in HAZID, HAZOP, SIL, fire & explosion, dispersion modelling, and FERA/QRA studies.
• Experience with contractors, sub‑contractors and vendors in the oil & gas industry; safety leadership to large contractors’ workforce to drive proactive safety culture and Safety KPIs.
• Active participation in workers’ welfare programmes.
• Knowledge in developing and implementing emergency response procedures for H2S risk.
• Experience in development and maintenance of Project HSE risk registers.
• Ensure implementation of safety, health, environment and security procedures, plans and processes for Laffan Offshore Terminal South (LOTS) project in line with company HSEQ objectives.
• Ensure effective implementation of LOTS Project HSE Management System in a dynamic environment considering HSE, worker welfare, quality, cost and schedule.
• Align LOTS project HSEQ activities with company Management System (PMS) while progressing and maturing project scope, standards and stakeholder requirements.
• Embed safety considerations and regulations in FEED engineering deliverables and design decisions before moving to EPC.
• Strategic stewardship of project activities spanning multiple contractors and work fronts.
• Complete a large number of HSE related studies in a timely manner as part of FEED and EPC projects to enable design decisions that meet execution milestones.
• Maintain effective working relationships with contractors and stakeholders (e.g., Operations, Project and HSEQ) to ensure alignment of loss‑prevention and HSE philosophies with project requirements and plans.

• Support project lifecycle management by identifying HSE deliverables and actions at each phase (FEED, EPC, commissioning, operations).
• Lead development of early LNG company Project Management System plans and project HSE deliverables throughout project phases, especially during LOTS FEED.
• Provide HSE leadership and support the LOTS PMT FEED team to ensure compliance with company and regulatory requirements.
• Advise project management on effective implementation of the Project Safety Management System, stewardship of HSE performance indicators and management of HSEQ interfaces with stakeholders.
• Lead preparation of HSE requirements for Invitation To Tender (ITT) and conduct contractor HSE evaluations.
• Provide safety requirement inputs into the FEED phase to promote safe design and execution principles.
• Develop, review, approve and monitor contractor HSE systems and plans for FEED and EPC phases, including safety management plans, emergency response plans, environmental management and security plans.
• Serve as focal point to facilitate coordination between PMT and various HSEQ functions/SMEs.
• Define safety program expectations, assure implementation and verification of safety processes on project sites.
• Facilitate sharing of processes, safety focus areas, alerts, lessons learned and best practices between corporate HSEQ and LOTS project.
