Responsibilities
- Review and advise at the inception of a project considering best practices in tendering and contracting strategy.
- Prepare pre‑qualification documents, invitations and evaluation criteria in consultation with the Sponsoring Department (SD) and render expert advice in shortlisting potential bidders.
- Suggest the most appropriate tendering process. Prepare tender plan submissions along with tender strategy.
- Review and comment on the Scopes of Work/Services (SOW), identify contractual gaps, unlimited liabilities, impossible requirements, and verify the completeness of the technical information supplied; discuss with SD as appropriate.
- Check for anomalies/discrepancies in the tender document and ensure consistency throughout its sections. Identify and prepare the most suitable pricing mechanism for a given SOW, strictly as per the SOW.
- Review and track queries from tenderers during the bidding phase.
- Review the technical query responses prepared by SD and prepare responses to unpriced commercial queries to ensure quality and timely issuance of tender bulletins.
- Participate in mid‑tender meetings and site visits; engage in face‑to‑face discussions with tenderers.
- Address issues concerning deviations to General Conditions of Contract, technical and unpriced commercial deviations, and ensure each is responded to through tender clarification.
- Ensure all issues under the technical proposals submitted by tenderers that require clarification are addressed in a timely manner until the bids are fully or substantially compliant with the tender requirements.
- Prepare technical evaluation reports for review by other evaluation committee members.
- Lead the commercial evaluation, analyze commercial proposals, prepare the commercial tabulation and evaluation report, convene meetings with the commercial evaluation team and ensure that it is submitted to the concerned tender committee in a timely manner.
- Coordinate proactively with SD after commercial evaluation report & award plan submission for necessary inputs for the letter of acceptance of tender and award of contract (LOA) and ensure its timely issuance to the selected tenderer.
- Initiate the review process of the draft contract document, finalize it with inputs, form a draft contract with other concerned departments and issue the draft contract for review and execution by the contractor.
- Ensure the close‑out process is initiated by SD on a timely basis and review completion certificates (CC), statement of final accounts (SFA), close‑out report (COR) and discharge certificate (DC).
- Review the completeness of material requirements and work with the user department if material descriptions and associated data (qty & estimate) are not consistent with policies and pose risks of not meeting supply chain objectives of price, delivery and quality.
- Conduct cost estimation exercises and identify global trends in material supply to facilitate the development of short‑ and long‑term sourcing strategies and risk mitigation plans.
- Participate in the creation of service level agreements (SLA) and KPIs, implement and analyze performance reports.
- Monitor key deliverables such as administration of bonds/guarantees, payment, and expedited delivery for emergency and critical requirements.
- BSc in Quantity Surveying / Engineering Discipline / Supply Chain / Business or equivalent.
- 8–10 years’ experience in various stages of pre‑ and post‑contract administration / supply chain environment with at least 4 years’ experience in the oil and gas industry.
- Possession of sound knowledge of Contracts Law is desirable.
- Proficient in the commercial and contractual aspects of supply chain, contractual correspondence, contract verbatim, and report writing with analytical, logical, and problem‑solving skills.
- Thorough understanding of engineering, procurement, and construction techniques; familiarity with other contract types such as FEED/ECS/Construction/Consultancy/Operation & Maintenance (O&M) contracts and related work/services.
- Knowledge of Incoterms and commercial implications.
- Computer literate and able to use this knowledge for contract analysis, evaluation of statistical data both historical and projected; knowledge of SAP is preferred.
