Position Overview

Qatar Energy is seeking an experienced Sr Commissioning Engineer (Subsea, Umbilical & Pipelines) to oversee all subsea pipeline, flowline, and umbilical commissioning activities associated with the Bul Hanine Redevelopment Project and other offshore initiatives. The position covers full‑cycle commissioning—from engineering and planning through offshore execution and final handover—and requires strong leadership in managing subsea commissioning campaigns safely and efficiently.

Project Overview

About the Project:
Qatar’s largest and one of its most strategic offshore oilfields, located approximately 100–120 km east of the Qatari coastline in the Arabian Gulf. The field has been in production since 1972 and is undergoing a major, multi‑billion‑dollar redevelopment program driven by Qatar Energy to extend field life, increase production capacity, and upgrade offshore infrastructure.

  • A major $4 billion+ EPCI expansion program awarded to leading international contractors, including China Offshore Oil Engineering Co. Ltd (COOEC) for extensive offshore facilities and pipeline installations.
  • The redevelopment aims to boost oil output and modernize the field, as Bul Hanine remains central to Qatar’s long‑term energy strategy.
  • Scope includes installing new offshore platforms, subsea pipelines, cables, and retrofitting existing assets, with more than 60 offshore facilities and 40 subsea pipelines/cables in scope.
  • The project seeks to raise production significantly (from ~40 000 b/d to up to 95 000 b/d) and includes drilling approximately 150 new wells and installing 150 km of new subsea pipeline.
  • This major expansion underscores Qatar's commitment to long‑term offshore asset integrity, production sustainability, and infrastructure modernization.
Key Responsibilities
  • Engineering & Planning
    • Develop commissioning strategies, execution plans, detailed workpacks, and readiness documentation for subsea systems.
    • Review and approve P&IDs, commissioning procedures, test plans, method statements, and certifications.
    • Coordinate interfaces between engineering, construction, installation, operations, and contractor teams.
    • Ensure all commissioning equipment, consumables, chemicals (MEG, nitrogen, etc.), and tools are identified, procured, and mobilized.
  • Commissioning Execution
    • Lead onshore and offshore pre‑commissioning and commissioning activities such as:
      • Pigging and ILI
      • Flooding, cleaning, gauging
      • Hydrotesting
      • Dewatering and drying
      • Nitrogen/MEG preservation
      • Long‑term preservation of pipelines and umbilicals
      • Oversee subsea tie‑ins: spool pieces, flexible jumpers, umbilical terminations, and integration with subsea control systems.
      • Validate subsea control system operability through testing and verification during commissioning.
  • Project Management & Leadership
    • Serve as the subsea commissioning technical authority.
    • Lead offshore campaigns in compliance with Qatar Energy HSE, SIMOPS, and risk management standards.
    • Supervise EPC contractor teams and specialist vendors.
    • Manage QA/QC processes throughout mechanical completion and commissioning.
    • Ensure complete and accurate documentation for handover to Operations.
Qualifications & Experience
  • Bachelor’s Degree in Mechanical Engineering or equivalent.
  • 15+ years in Oil & Gas, with 10 years in subsea commissioning of pipelines, flowlines, and umbilicals.
  • 8+ years in a lead commissioning role (preferred).
  • Experience delivering multibillion‑dollar offshore pipeline and subsea installation projects.
  • Deep technical knowledge of subsea systems, pigging/ILI, hydrotesting, preservation, and subsea control systems.
  • Strong HSE, SIMOPS, risk management, and offshore operations expertise.
  • Offshore certification: BOSIET/FOET + CAEBS preferred.
  • Proven leadership and communication skills in multicultural project environments.
Work Conditions
  • Based initially in Doha HQ with offshore visits.
  • After ~15 months, transitions to offshore rotational assignment (29 days ON / 27 days OFF).
  • Must be prepared for offshore fieldwork and leading commissioning operations.
