* This role is on-site, requiring daily commutes to the office. Therefore, candidates must reside in the Detroit/Metro-Detroit area before employment*

MISSION STATEMENT

Our mission is to return the city's blighted and vacant properties to productive use. We utilize a variety of Sales programs to make home ownership and land purchases accessible to Detroiters. We take our commitment to revitalization one step further with our Compliance and Nuisance Abatement programs, requiring renovation and occupancy to improve neighborhoods, eliminate blight, and combat real estate speculation. The Detroit Land Bank Authority works directly with individual buyers, as well as Community Partner organizations and developers for projects big and small.

The Project Manager II will complete a variety of assignments designed to make DLBA-owned land development-ready and help potential buyers through the building process. This position will assist in early-stage support by helping address challenges such as rezonings, parcel modifications, environmental assessments, utility hookups, incentive approvals, and site selection. As site preparation timelines differ, the Project Manager will need to balance multiple projects at once.

Responsibilities
  • Assist in property sale preparation, including advancing strategic acquisitions and facilitating land assembly for development
  • Coordinate inspections and property condition evaluations, order title work, ensure the collection of necessary approvals, manage site phasing and listing distribution
  • Conduct real estate market analysis
  • Represent DLBA at community events and public meetings
  • Assist in the marketing of vacant land
  • Make static and dynamic maps based on site selection criteria
  • Ability to interpret policies related to housing and development
  • Conduct research to identify acquisition opportunities
  • Perform research on historical land use
  • Review title histories of property, identifying and tracking potential issues
  • Maintain relationships with vendors and internal staff to problem solve issues
  • Work independently and follow guidelines
  • Submit, review, and approve vendor invoices when necessary
  • Assist with ensuring project goals and objectives are achieved, track and report results
  • Perform other duties as assigned by Pre-Development Manager
Qualifications
  • In depth knowledge of Detroit communities and respect for diverse cultures/lifestyles
  • A bachelor's degree in public administration, urban planning, community development, economics, business administration, or a related field. Master's Degree preferred.
  • At least three (3) years of experience in real estate sales or acquisitions, housing history, project management, community development, customer service, or urban planning and land use
  • Ability to occasionally work evenings and weekends to represent DLBA at community events
  • Ability to work cooperatively and effectively with outside organizations and stakeholders
  • Proven track record of working in a highly dynamic and fast-paced environment
  • Excellent communication, both verbal and written, and grammar skills
  • Excellent time management skills and ability to multitask
  • Ability to manage multiple projects simultaneously with high degree of accuracy and attention to detail
  • Ability to work independently and collaboratively to accomplish responsibilities, goals and projects
  • Ability to organize work to meet deadlines and work independently
  • High level of customer service orientation
  • Detroit Public Library card is desired, but not necessary
  • Proficient use of the following software:
    Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Knowledge of ArcGIS Pro and ArcGIS Online
  • Knowledge of Salesforce database, strongly preferred
  • Knowledge of the home building process, strongly preferred
  • Strong analytical background
  • Knowledge of home building incentives, strongly preferred
