The Assistant Director of Strategic Development & Construction Management serves as the deputy to the Director and provides leadership and oversight for the daily operations of DLBA’s housing, rehabilitation, and construction programs. This role manages the Pre-Construction, Construction, and Inspection functions across multiple active programs while also supporting the design and development of future initiatives.

The Assistant Director ensures all projects are executed efficiently, on budget, and in compliance with applicable federal, state, and local requirements. Acting as a bridge between strategy and implementation, this position converts organizational goals into measurable outcomes, ensuring operational excellence and high-quality project delivery.

Responsibilities
  • Support the Director in the planning, implementation, and continuous improvement of DLBA’s housing, rehabilitation, and construction programs.
  • Oversee daytoday operations of Pre Construction, Construction, and Inspection functions across all active programs to ensure projects are completed on time, on budget, and in compliance.
  • Translate strategic goals established by the Director into actionable project workplans and measurable departmental objectives.
  • Coordinate implementation activities with Administration, Finance, and Sales divisions under the Director’s guidance to maintain consistent communication, tracking, and performance reporting.
  • Supervise Grant, Labor, and Reporting Compliance teams to ensure adherence to ARPA, SLFRF, Davis Bacon, and Section 3 regulations, and timely, accurate grant reporting.
  • Support the design and development of new programs by assisting with workflow design, staffing models, cost baselines, and compliance frameworks in coordination with the Director.
  • Lead program execution by overseeing construction schedules and procurement timelines, ensuring alignment with the Administration division on draw processing and closeout documentation under the Director’s direction.
  • Develop and monitor operational processes and SOPs to improve efficiency, quality, and consistency across all programs under the Director’s portfolio.
  • Prepare internal reports and data summaries for use in executive updates, grantor reporting, and stakeholder communication.
  • Ensure coordination between field operations and the Administration division under the Director’s direction to resolve bottlenecks, streamline workflows, and maintain cross departmental alignment.
  • Implement cost control and risk mitigation strategies identified through program evaluations or lessons learned under the Director’s direction.
  • Ensure staff training, quality assurance, and performance evaluations are conducted to maintain high productivity and compliance standards.
  • Provide operational leadership in the Director’s absence to maintain program continuity and ensure accountability across the team.
Key Competencies
  • Demonstrated leadership in construction or housing program management.
  • Strong understanding of program design, from concept through implementation.
  • Expertise in preconstruction planning, construction management, and inspection oversight.
  • Skilled in managing complex funding sources and compliance requirements (ARPA, HUD, SLFRF, etc.).
  • Strong analytical, communication, and project management skills.
  • Ability to foster collaboration across divisions and partners to meet program goals.
  • Proficiency in project management and reporting tools (Salesforce, Smartsheet, SharePoint).
  • Commitment to operational excellence, innovation, and community impact.
Qualifications
  • Bachelor’s degree required; advanced degree in Construction Management, Business Administration, Urban Planning, or a related field preferred.
  • Minimum 8 years of progressively responsible experience in housing development, construction management, or program administration.
  • Minimum 5 years of leadership or supervisory experience.
  • Demonstrated experience managing complex, multifunded housing or rehabilitation programs.
  • Strong financial and operational management background.
  • Proficient in Microsoft Office Suite, Smartsheet, and Salesforce.
