Great Lakes Water Authority Procurement Specialist
Compensation: $64,324.92 - $ (Based on Experience)
Summary:
Ensure effective delivery of procurement services for the Great Lakes Water Authority (GLWA). Analyze and interpret financial and legal rules and regulations, procurement policies and guidelines. Provide solutions to complex issues related to procurement. Communicate information and findings leadership in a timely manner. Promote a collaborative, client-focused, quality and results oriented approach to the team.
- Ensure compliance of procurement activities with GLWA rules, regulations, policies, and strategies by implementing internal controls
- Initiate, monitor and control procurement processes including organization of request for qualifications (RFQ), request for bid (RFB), or request for proposal (RFP), receipt of quotations, bids/proposals, evaluations, and negotiation of certain contract conditions
- Provide analytical inputs and implement operational strategies that focus on outcomes to include compliance of procurement activities within GLWA rules, regulations, policies, and strategies
- Implement effective internal controls, analysis of parameters for proper design and function of a procurement management system
- Analyze and report on cost saving and reduction strategies, contract strategy, sourcing strategy, quality management, supplier selection, and improvement of procurement processes
- Analyze information in preparation of procurement plans for projects and monitor their implementation
- Properly maintain timely information in ERP and other related procurement systems
- Ensure that purchase orders (PO) and contracts are properly prepared, dispatched, and resolve problems
- Develop and manage the supplier database, elaboration of supplier selection and evaluation criteria, and quality and performance measurement mechanisms
- Ensure compliance with existing e-procurement tools, promotion, and performance measurement
- Coordinate vendor performance management with internal, cross-functional teams and suppliers
Education and Experience
- Bachelor's degree in supply chain management, accounting, finance, procurement, logistics, business administration, public administration, economics, or related field; AND two (2) years of experience performing procurement related duties; OR
- Associate degree in supply chain management, accounting, finance, procurement, logistics, business administration, public administration, economics, or related field; AND three (3) years of experience performing procurement related duties; OR
- High School Graduate or GED AND five (5) years of experience performing procurement related duties
- Valid Michigan Driver's License
- Experience in a municipal or public utility setting
- Certification as a Certified Public Procurement Officer (CPPO);
Certified Professional Public Buyer (CPPB); or, Certified as a Level 3 National Institute of Government Purchasing (NIGP)
