Definition

Under administrative direction, plans, organizes, directs, and reviews the operations and activities of the Engineer Division; assigns, supervises and reviews the work of professional and technical employees; approves plans and specifications; manages the City’s Capital Improvement Program.

Distinguishing Characteristics

The City Engineer is the management level class responsible for organizing, directing, and reviewing the operations and activities of the Engineer Division. This classification is distinguished from the next higher classification of Public Works Director in that the latter has overall responsibility for the entire department.

Supervision received and exercised

Receives administrative direction from the Public Works Director and exercises direct and indirect supervision over professional, technical, office support and field personnel.

Essential functions
  • Plans, organizes, directs, and reviews the operations and activities of the Engineering Division; oversees various engineering activities, including research, surveying, design, contract administration, plan check and construction inspections of public works projects
  • Develops policies and procedures; recommends programs, projects, and work assignments to the Director of Public Works; monitors work activities to ensure safe work practices, work quality, and accuracy; develops and maintains short and long-range program plans for assigned areas; ensures compliance with applicable rules, policies, and procedures
  • Establishes performance goals for staff and individual employees; participates in the selection of assigned staff; assumes responsibility for motivating and evaluating assigned personnel; provides necessary training; initiates disciplinary procedures as appropriate
  • Supervises and reviews plans, estimates, and contract documents for public works projects, including streets, grading, traffic signals, and storm drains
  • Administers, manages, coordinates, maintains, and updates the City’s Capital Improvement Program and Projects from beginning of design through completion
  • Manages, supervises, and administers engineering contracts to ensure projects are completed on time and in budget
  • Reviews and assigns engineering work to assure the overall quality of professional engineering
  • Supervises the maintenance of conditions of approval, record maps, field notes and engineering memoranda
  • Establishes and maintains systems and procedures for professional and construction contract control and administration
  • Reviews development applications regarding engineering issues; provides conditions of approval for Planning Commission and City Council consideration
  • Establishes and maintains liaison with governmental bodies, private firms, organizations, or individuals to assist in achieving City objectives and ensuring compliance with appropriate laws and technical standards affecting engineering and construction activities and projects
  • Prepares and presents reports to the Planning Commission and City Council
  • Responds to questions and concerns from the general public; provides information as is appropriate and resolves service complaints
  • Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public
  • Communicates clearly and concisely, orally and in writing
Occasional functions
  • May assist other staff as needed and with overflow work as assigned
Qualifications

Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a related field.

And

Equivalent of five years of broad and extensive experience in municipal engineering including two years in a supervisory capacity.

License and Certification

Registration as a Civil Engineer by the California State Board of Registration for Civil and Professional Engineers is required.

Registration as a Land Surveyor in the State of California is preferred.

Valid California driver’s license with a good driving record at time of appointment.
