The position requires extensive communication with both staff and the public and is often the first point of contact with the public. Responsibilities include processing business registrations, alarm licenses, rental licenses, tobacco licenses, liquor licenses, raffle licenses, and renewals, responding to inquiries, and handling a small variety of administrative tasks. May require working independently on various special projects as assigned.

SUPERVISION RECEIVED/EXERCISED

Reports to the Assistant Director of Community & Economic Development – Planning, Zoning, & Licensing Division.

ESSENTIAL DUTIES & RESPONSIBILITIES
  • Assists the Planning, Zoning, & Licensing Division as directed.
  • Receives and directs customers with general inquiries and complaints related to the work of the Planning, Zoning, & Licensing Division.
  • Explains the business registration, alarm license, rental license, tobacco license, liquor license, raffle license, and special event permit application processes to applicants and assists with completion of applications. Answers applicable questions.
  • Reviews applications and submitted plans for completeness and accuracy.
  • Processes license and registration applications.
  • Assigns/routes digital applications and documents to appropriate staff and/or departments for review.
  • Verifies the appropriate staff has approved the licenses and / or permits prior to issuance.
  • Cashier duties include the collection of fees and issuance of receipts for registrations and licenses.
  • Processes Freedom of Information Requests (FOIA) relating to the Planning, Zoning, & Licensing Division.
  • Filing.
  • Performs other duties as assigned by the Assistant Director or Director.
MINIMUM QUALIFICATIONS
  • A high school diploma or GED equivalent;
  • At least two years of general office experience, which includes providing customer service on the phone, in person, and via email, is preferred; and
  • Additional education and/or experience in related field is preferred
MINIMUM KNOWLEDGE,

SKILLS AND ABILITIES
  • Computer experience, including data entry with Microsoft Office applications and Tyler Enterprise Permits & Licensing (Ener Gov).
  • Ability to communicate clearly, both verbally and in writing.
  • Previous experience working with customer service issues and resolving problems or complaints.
  • Must be a self-starter with excellent organizational, oral, and written communication skills.
  • Strong attention to detail is essential.
  • Capable of working under pressure and multi-tasking in a variety of activities.
  • Excellent language and editing skills are a must. Bi-lingual skills are a plus.

    Ability to maintain a high level of confidentiality.
  • Ability to analyze complex information.
  • Ability to research and analyze various types of data.
  • Ability to organize and prioritize work.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
SPECIAL REQUIREMENTS/QUALIFICATIONS
  • Completion of professional training or certification related to Freedom of Information Act, Open Meetings Act, and Illinois Records Retention.
EQUIPMENT USED

Requires frequent use of personal computer, including word processing and spreadsheet programs, telephone, and copy machine/scanner.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit, stand, talk, and hear. The employee is frequently required to walk; use hands and fingers to feel, handle, or operate objects, tools, or controls; and reach with hands and arms.

The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, color vision and the ability to adjust focus.

WORKING CONDITIONS

Work is predominantly performed in an office setting where the noise level is usually quiet however interruptions are frequent.
