Job Summary:
Under the general supervision of the Operations and Duty Shift Manager, the Airport Operations Duty Officer is responsible for the operation and monitoring of airport security systems, safety, and building control systems, assures continuous safety and security compliance FAR Part 139, Part 77, TSR Part 1542, Airport Certification Manual, Airport Security Program, DMAA Rules and Regulations, and other applicable federal, state, and local statutes regulations and requirements.
Provide operational support to the public, airport tenants, and Authority personnel. Operates various computer software applications and performs related work as required. The nature of the work performed requires that an employee in this class interact with other Authority employees, airport tenants, vendors, and the public. Employee must be capable of prioritizing several tasks concurrently.
- Assist in the coordination of airport operations during assigned shift, ensuring the safety and security of the public, tenants, and airport staff;
- Ensure that work performed complies with all applicable FAA and DHS (TSA) rules and guidance documents, Airport Certification Manual, Airport Security Program, DMAA Rules and Regulations, and other applicable federal, state, and local statutes regulations and requirements;
- Assist in the inspecting the operational condition of the airport complex including non-movement areas, landside and airside buildings and facilities along with other airport facilities to identify unsafe or non-compliant conditions;
- Assist in coordinating and monitoring airport construction activities. Maintain safety and security standards for all airport construction activities;
- Assist in implementing wildlife control procedures and ensure compliance with the Airport's Wildlife Hazard Management Plan and applicable Federal and State regulations;
- Assist in coordinating and monitoring snow and ice control procedures and ensure compliance with the Airport's Snow and Ice Control Plan;
- Assist in the issuance and monitoring of Notices to Airmen (NOTAMs) to report conditions impacting safe aircraft operations. Ensure prompt communication with FAA, air carriers, and other airport users;
- Perform airport security inspections & responsible operation and monitoring of airport security systems under requirements of TSR
1542; - Perform gate guard duties to include inspecting vehicles for authorization, checking badges, and ensuring escort procedures are adhered to;
- Respond to security-related incidents and properly document the occurrence, notify the Airport Security Coordinator (ASC);
- Conducts record checks, processes documents, and issues badges including entry into computerized systems and filing of badging records;
- Provides security training;
- Perform snow removal operations as assigned;
- Performs employee screening;
- Performs other duties as assigned.
Knowledge, Skills and Abilities:
- Ability to follow written and verbal instructions with extensive use of written checklists;
- Ability to establish and maintain effective working relationships with other employees, the public, and airport stakeholders;
- Ability to use sound judgment in response to urgent or emergency situations;
- Knowledge of communication center procedures;
- Knowledge of Airport security rules and regulations;
- Ability to professionally communicate, clearly and precisely, both orally and in writing, under varying degrees of demand and urgency;
- Ability to operate standard personal computer software and some specialized software;
- Knowledge of Commercial airport operations in relation to FAR Part 139;
- Knowledge of TSA and FAA regulations; airport security compliance.
Qualifications:
A Bachelor's Degree in Aviation Management, Airway Science, Aviation, Public Administration, Business Administration, or related field. One year of experience in airport operations or administration or in a position with direct aviation relevance is preferred.
License or Other Requirements:- Successful post-employment physical and drug test;
- Successful background investigation to obtain unescorted airport identification/access privileges;
- Possession of a valid driver's license and ability to obtain, and sustain, a valid Iowa Driver's License and maintain a motor vehicle record compatible with the Authority's insurance requirements;
- Available for night, holiday, weekend, rotating, or irregular shift assignments.
