Program / Project Manager, Operations Manager, Property Management
The Department of Administrative Services (DAS) is seeking an Executive Officer 2 to support statewide space management and leasing operations within the General Services Enterprise. This role plays a key part in managing Iowa’s real property portfolio, supporting strategic space planning, and ensuring state facilities are compliant, efficient, and aligned with agency needs.
What You’ll DoAs an Executive Officer 2, you will provide leadership, analysis, and project management across the State of Iowa’s space management and leasing programs, including:
- Vertical Asset & Property Inventory Management
- Develop, maintain, and manage the Vertical Asset Management System for state-owned and leased properties.
- Maintain a comprehensive inventory of vacant property owned by the State of Iowa.
- Serve as a primary or secondary policy making resource on program decisions and agency requests.
- Program Leadership & Oversight
- Direct and coordinate all aspects of the Vertical Asset Management Program, including program goals, plans, guidelines, timelines, and outcomes.
- Oversee tracking, monitoring, reporting, evaluation, and use of technical and financial resources.
- Leasing & Space Planning
- Assist with negotiations for multi-million-dollar lease contracts, managing a portfolio of approximately 150–200 state leases totaling nearly 1 million square feet and $12 million annually.
- Collaborate with state agencies to define space needs, identify leased space, and draft lease agreements, renewals, and amendments.
- Support space planning efforts, including tenant-requested modifications.
- Data Analysis, Compliance & Project Management
- Analyze, update, and track statewide lease data.
- Travel to leased facilities to assess office conditions and ensure compliance with building codes and Americans with Disabilities Act (ADA) guidelines.
- Manage tenant improvement projects and furniture resets, serving as a project manager in leased facilities and on the Capitol Complex.
- Strategic Improvements & Standards
- Evaluate trends in private industry and local, state, and federal government to recommend efficiencies and cost‑saving strategies (e.g., energy use, green leasing, furniture standards, space allocation).
- Update and maintain the State of Iowa ADA Transition Plan.
- Develop and maintain standards, procedures, and onboarding processes for space management and leasing.
- Stakeholder Communication & Market Research
- Communicate with property owners, landlords, and property management companies.
- Provide guidance to state agencies on facility and space management matters.
- Conduct market research using available tools and build positive relationships with realtors, developers, and governmental entities.
