Overview

The Senior HRBP position is responsible for aligning human resource (HR) services with employees and management in designated City departments, including civil service testing, recruitment and selection, classification and compensation, employee relations, employee and organizational development, employee performance and other assigned work. The position serves as a liaison to department management on human resource-related issues. The role assesses and anticipates HR-related needs by communicating proactively with assigned departments.

The position formulates partnerships across HR functions to deliver value-added service to management and employees that reflects the goals and objectives of the City. The Senior HRBP maintains an effective level of understanding of assigned departments' operations, culture, goals and objectives. The Senior HRBP will serve as a team lead and may act in the absence of the Assistant Human Resources Director.

Responsibilities
  • Provide alignment of HR services with designated City departments, including civil service testing, recruitment and selection, classification and compensation, employee relations, and development.
  • Serve as a liaison to department management on HR-related issues and assess HR-related needs through proactive communication with assigned departments.
  • Form partnerships across HR functions to deliver value-added service that supports the goals and objectives of the City.
  • Maintain a strong understanding of each assigned department's operations, culture, goals, and objectives.
  • Serve as a team lead and may act in the absence of the Assistant Human Resources Director.
Qualifications
  • Graduation from an accredited college or university with a Bachelor's Degree in Public or Business Administration, Human Resources or a closely related field; and
  • Substantial experience in recruitment and testing, employee relations or performance management; and
  • Considerable experience in any of the multiple human resource disciplines, including compensation practices, organizational development, safety, wellness, benefits and federal and state employment laws.
  • Current PHR, SHRM-CP, SPHR, SHRM-SCP certification preferred or ability to obtain the same within 12 months of employment.
  • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen.
  • Possession of a valid Iowa driver s license or evidence of equivalent mobility.
  • Performs all duties of the Human Resources Business Partner.
  • Provides support on worker’s compensation, evaluations, promotions, terminations and performance and disciplinary issues; employee counseling, EAP referrals and career opportunities.
  • Attends pre-determination hearings and provides guidance to Departments on employee performance issues.
  • Provides leadership to other HR staff.
  • Performs other directly related duties consistent with the role and function of the classification.
