Under direct supervision, performs field inspections, surveying, materials testing, and project design for construction projects and public works projects. Ensures compliance with Iowa Department of Transportation (Iowa DOT) specifications, administers right-of-way (ROW) permits, conducts audits, and supports the efficient execution of County projects. Supports various projects by collecting and analyzing traffic and engineering data while preparing detailed drawings, maps, and reports for infrastructure development.
- Knowledge of civil engineering theories related to soils, drafting, construction, surveying, materials testing, and field inspections.
- Knowledge of survey methods, procedures, instruments, and basic hydraulics as applied to roadway, water and sewer systems
- Knowledge of engineering measuring devices, instruments, laboratory, and sampling equipment and materials sampling techniques, terms, and symbols.
- Knowledge of all phases of construction inspection and project monitoring related to civil engineering projects.
- Knowledge of mathematics including geometry, algebra, and trigonometry.
- Knowledge of basic principles of physical sciences.
- Knowledge of the care and use of pertinent tools, equipment, and facilities.
- Ability to prepare and maintain accurate records.
- Ability to inspect the work of others.
- Ability to keep field survey notes, make detailed sketches, and compile written reports.
- Ability to interpret and read engineering plans and specifications.
- Ability to make accurate mathematical and engineering calculations.
- Ability to effectively apply the techniques of computer aided drafting.
- Ability to utilize computer word processing and spreadsheet development software to prepare reports.
- Ability to communicate effectively both verbally and in writing.
- Ability to move equipment and/or samples of construction products, weighing up to 75 pounds over a variety of rough terrain.
- Ability to perform inspection and survey work in all types of weather conditions.
- Ability to establish and maintain effective working relationship with other County employees, contractors, representatives of other agencies and the general public, fostering a collaborative and professional work environment.
- Graduation from high school and two years training in civil engineering, construction management or related, and
- Two years of field engineering work experience, including proven abilities as an instrument operator of a field survey party and as a construction inspector, or
