Iowa Workforce Development (IWD) is seeking applicants for the position of Program Coordinator (260 Programs) at our 1000 E Grand Ave office.
Job Summary
This position oversees the Iowa Industrial New Jobs Training (260E) program, which supports businesses that are creating new jobs in Iowa by providing training for new employees. Eligible businesses may be new to the state, expanding their workforce, or relocating to Iowa.
Description of work and responsibilities:
Program Administration and Management
Under the general direction of the Workforce Training and Education Division Administrator, the Program Coordinator will perform functions that are imperative to the planning, development, and successful delivery of the Iowa Industrial New Jobs Training Program (NJTP), the Iowa Jobs Training Act, and the Accelerated Career Education Program Act programs codified in Iowa State Code Chapters 260E, 260F, and 260G and the corresponding administrative rules.
The successful candidate will analyze and interpret federal and state legislation and regulations to develop and implement state policy and procedure for the programs that ensure they are effective and efficient.
The Program Coordinator will also maintain strong professional relationships with Iowa's 15 community colleges to implement the program statewide. This position produces all required reports, including annual reports for the legislature and quarterly reports, or reports as needed, for the Iowa Department of Revenue.
In this role you will work closely with the Iowa Department of Revenue and the Iowa Department of Education to implement the programs. The position is responsible for monthly reporting to the community colleges for reconciliation and other processes. Also, along with drafting amendments to Iowa administrative rules as needed and work closely with agency leadership to track and reconcile complex program budgeting and expenditure processes established under Iowa code and administrative rule.
In this role you will be responsible for all decision making related to the administration of these programs, including making recommendations to senior leadership and for the coordination of complex budgets with Iowa's 15 Community Colleges, the Iowa Department of Revenue, and the Iowa Department of Education.
Monitoring and Oversight:
As a Program Coordinator, you will be responsible for developing and implementing monitoring and oversight practices that ensure accountability and transparency of the programs. Conduct monitoring and oversight activities as prescribed or as needed to ensure compliance with programs requirements and review performance data to measure the productivity and cost effectiveness of the programs.
Technical Assistance:
In this position you will work with the IWD IT team to implement and maintain the required databases utilized for program administration, evaluation, and reporting. This position will provide technical assistance to the community colleges regarding policy, procedure, and reporting requirements for the programs, using both written and verbal communication skills.
Other Duties as Assigned:
Attend meetings and conferences as requested; make presentations to internal and external stakeholders, including Department Administration, operating entities, businesses, training providers, etc. Assist the IWD WFS Division in completing duties as needed.
