SPR is seeking an experienced Operations Manager to oversee daily construction operations, ensuring projects are executed safely, efficiently, and in compliance with all federal requirements. This leadership role involves direct oversight of multiple projects, coordination between field and office teams, and ensuring adherence to company and client standards.
The ideal candidate has strong communication skills, excellent organizational ability, and proficiency with modern construction management tools. A working knowledge of construction estimating, and federal contracting procedures is essential for success in this position.
Key Responsibilities:- Manage and coordinate multiple construction projects from preconstruction through closeout.
- Provide leadership and operational oversight to project managers, engineers, superintendents, and field personnel.
- Review and manage project schedules, budgets, and deliverables using Microsoft Project and related software.
- Lead and support the estimating process, including quantity takeoffs, solicitation of subcontractor pricing, and review of cost proposals.
- Review and prepare project bids and proposals in accordance with federal acquisition regulations (FAR) and agency-specific requirements (USACE, NPS, DOS, NAVFAC, VA, GSA, West Point, US Mint, DOJ, etc.).
- Oversee document control, submittals, RFIs, change orders, and closeout documentation using Procore, Submittal Exchange, and Bluebeam Revu.
- Monitor project costs, labor productivity, and progress to ensure budget adherence.
- Conduct quality control inspections and ensure compliance with project specifications and government standards.
- Coordinate procurement, logistics, and subcontractor management across multiple active job sites.
- Communicate effectively with clients, subcontractors, and internal teams, ensuring timely, professional email correspondence and updates.
- Support preconstruction efforts including scope review, constructability analysis, and preliminary scheduling.
- Lead safety and coordination meetings; uphold company safety culture and compliance.
- Prepare and deliver executive-level project reports, performance metrics, and forecasting summaries.

- Bluebeam Revu – PDF markup, drawing review, and as-built documentation
- Procore – Project management, document control, submittals, RFIs, and field tracking
- Microsoft Project – Project scheduling, Gantt charts, and resource allocation
- Oracle Primavera P6 – Advanced scheduling and project planning
- AutoCAD / Revit (working knowledge) – Plan review and coordination
- Plan Grid / Autodesk Build – Mobile field documentation and coordination
- Sage 300 (Timberline) / Viewpoint / CMiC – Project cost management and accounting
- RSMeans / Cost Works – Estimating and cost analysis tools
- Microsoft Excel – Data analysis, cost tracking, and reporting (pivot tables, formulas, dashboards)
- Microsoft Word – Reports, proposals, and correspondence
- Microsoft PowerPoint – Project presentations and executive summaries
- Microsoft Outlook – Professional communication and scheduling
- SharePoint / One Drive / Teams – Document collaboration and team coordination
- Adobe Acrobat Pro – Document review and PDF editing
- Bachelor’s degree in construction management, Engineering, or related field (preferred).
- 3–5 years of progressive experience in construction operations or project management; federal construction experience strongly preferred.
- In-depth understanding of project lifecycle management, cost control, scheduling, and quality assurance.
- Excellent written and verbal communication skills, including professional email and report writing.
- Proven ability to lead teams and coordinate across multiple active projects.
- Strong analytical, organizational, and problem-solving skills.
- OSHA 30 certification and familiarity with federal safety and QC programs preferred.
- Ability to travel regularly to active SPR job sites.
