The Colorado Small Business Development Center (SBDC) Network delivers professional, high quality, individualized business advising and technical assistance to existing small businesses and pre-venture entrepreneurs across Colorado. The SBDC Network provides problem solving assistance to help small businesses achieve their goals, including growth, innovation, improved operations, access to capital, and success. The SBDC Network combines federal (U.S. Small Business Administration [SBA]), state, and local resources with those of educational systems and the private sector to meet the specialized and complex needs of the small business community.
The Colorado SBDC Network is a division of the Colorado Office of Economic Development & International Trade (OEDIT). Colorado OEDIT was created to foster a positive business climate that encourages quality economic development through financial and technical assistance provided in support of local and regional economic development activities throughout Colorado.

The SBDC Finance Director provides overall financial, compliance, and procurement management and oversight for the Colorado SBDC Network. The position supports the SBDC Lead Center and 14 Service Centers, including the host organizations, with fiscal, compliance, and procurement guidance to meet program requirements (e.g., SBA terms and conditions) as well as state and federal regulations (e.g., 15 U.S.C. § 648(a)(1), 13 C.F.R. Part 130, 2 C.F.R. Part 200).
Work tasks include, but are not limited to, fiscal management, budgeting and forecasting, funding allocations, grant application development and reporting, strategic planning, financial reviews (i.e., audits), compliance and expenditure monitoring, accounting revenue model development, and training of SBDC Service Center directors and staff to advance the success of the SBDC Network. The SBDC Finance Director will regularly work with the SBDC State Director and Lead Center staff;
SBDC Service Center directors and staff; local host organizations; and state and federal grant program managers, financial examiners, and operational personnel (e.g., accounting, budgeting, procurement, compliance/oversight).
This position is contingent upon the availability of grant funding. While we anticipate the program will continue, should the specific funding for this role be reduced or eliminated, the position may be subject to termination.
KEY RESPONSIBILITIES- Overall Operations / Leadership
- Work closely with SBDC State Director, and other Lead Center and Network personnel, on strategic direction, funding requirements, and operational challenges of the SBDC Network
- Collaborate with SBDC State Director on host relationship management, risk assessments, new contract development, reporting, and compliance (audits) for the SBDC Network
- Represent the Colorado SBDC Network as Acting Associate/Assistant State Director when the position is vacant, based on appointment by the SBDC State Director
- As needed, act as fiscal and compliance manager of SBDC Service Centers during host organization transitions, including when Service Centers are temporarily hosted by OEDIT
- Supervise financial, compliance, and procurement personnel at the Lead Center (e.g., SBDC Fiscal Manager, Financial Specialist) hired to support the SBDC Lead Center and Network operations
- Supervise financial, compliance, and procurement personnel of SBDC Service Centers that are temporarily hosted by OEDIT during host organization transitions
- Develop and maintain productive, healthy relationships with OEDIT Accounting, Procurement, and Operations personnel; state and federal awarding agency personnel; SBDC Lead Center team members; SBDC Service Center directors and staff members; SBDC Service Center host organization personnel; and other personnel who regularly interact with and/or support the SBDC operations
