Job SummaryThe Development Construction Project Manager serves as RXR’s Owner’s Representative for large-scale real estate development projects. This role is responsible for overseeing all aspects of design and construction execution on behalf of ownership, ensuring projects are delivered in accordance with the approved business plan, budget, schedule, and quality standards. This position will be responsible for full construction oversight of a ~300‑unit multifamily development in Denver, CO, coordinating closely with internal RXR teams including Development, Asset Management, Leasing, Property Management, and Finance.
The role also requires active coordination and cooperation with lenders, banks, and equity partners, including support of due diligence, draw processes, site inspections, reporting requirements, and responses to information requests to ensure compliance with financing and partnership agreements. All work is performed in a manner consistent with RXR’s Vision, Mission, and Core Values.
- Serve as RXR’s Owner’s on‑site representative throughout design, permitting, construction, and turnover
- Oversee and manage the GC/CM to ensure adherence to contract requirements, schedule milestones, quality standards, and safety obligations
- Participate in bid leveling, contractor qualification, and scope review
- Monitor construction progress, identify risks, and implement mitigation strategies proactively, including monitoring CM’s jobsite conditions, safety compliance, quality control, and schedule adherence
- Manage project documentation and contractor communication
- Ensure execution aligns with the approved development pro forma and business plan
- Manage and coordinate the architect, engineers, and all design consultants; oversee design development to ensure constructability, cost alignment, and operational objectives
- Review drawings, specifications, RFIs, and design changes for scope, budget, and schedule impacts
- Coordinate third‑party reviewers, inspectors, and testing agencies
- Review, analyze, and approve project budgets, forecasts, and cost reports
- Oversee GC/CM pay applications, change orders, and schedule of values
- Track committed costs, pending changes, and projected final cost, including review and processing of contracts, change orders, and requisitions
- Support lender and equity partner draw processes, including review of requisitions, backup documentation, and responses to funding inquiries
- Coordinate lender, bank, and equity partner site visits, inspections, and audits
- Prepare and review reporting required by financing and partnership agreements
- Identify budget variances and collaborate with the project team to develop corrective actions
- Review and manage master project schedules prepared by the GC/CM; evaluate schedule logic, critical path activities, and recovery plans
- Coordinate long‑lead procurement strategies
- Identify and manage entitlement, permitting, and construction risks
- Manage permitting and approval processes with local authorities having jurisdiction
- Coordinate with expeditors, consultants, and legal counsel as required
- Ensure all permits, inspections, and approvals are obtained in accordance with the project schedule
- Act as the primary point of contact between RXR and external project stakeholders
- Coordinate with RXR Development, Asset Management, Leasing, Property Management, and Finance teams
