Position: BUSINESS ANALYST.

Business Analyst – Business, Innovation, Technology, and Security (BITS) Team

Location: Colorado (Hybrid, subject to change). Effective start date:
January 1, 2026 (or later). Recruitment may fill multiple vacancies.

Department: Administrative Solutions (AS) – Business Innovation, Technology and Security (BITS) under CDHS.

Role Overview: CDHS seeks a motivated and detail‑oriented Business Analyst to join the BITS team. This critical liaison translates business needs and goals into effective technology and process improvement solutions, ensuring successful implementation and ongoing support of HR systems.

Key Responsibilities
  • Analyze and document business processes, services, and information needs; gather, validate, prioritize, and translate program requests into clear functional requirements and specifications for technical teams.
  • Develop and manage the User Acceptance Testing (UAT) strategy, including creating test plans and use cases to ensure implemented solutions are high‑quality and meet specified business requirements.
  • Serve as a primary point of contact for end‑user support, troubleshooting, and issue resolution for HR systems; develop and conduct training for end users to ensure consistent understanding and use of systems and procedures.

  • A self‑starter with strong communication and facilitation skills, capable of serving as the critical liaison between business stakeholders and technical teams.
  • A detail‑oriented individual with strong analytical and problem‑solving abilities, focused on anticipating issues, driving projects forward, and creating actionable solutions from concept through completion.
  • Experience or strong understanding of modern methodologies like Agile and Lean techniques.
  • A commitment to designing effective solutions with a people‑first approach, focusing on the needs and experience of the end‑user.
  • Ability to deliver effective customer service and ensure solutions function reliably in day‑to‑day operations, providing end‑user support, troubleshooting, and necessary training.
Minimum Qualifications
  • Six (6) years of professional experience as a Business Analyst and/or Project Manager with business analyst responsibilities.
  • OR
  • A combination of a Bachelor's Degree in a related field (e.g., Computer Science, Information Technology, Business Management, etc.) AND two (2) years of professional experience as a Business Analyst and/or Project Manager with business analyst responsibilities.
Preferred Qualifications
  • Problem‑solving & initiative; ability to anticipate potential issues and independently develop and implement effective mitigations.
  • Focus on creating actionable solutions rather than identifying problems.
  • Drive projects from concept to successful completion.
  • Deep analytical skills and capacity to understand complex topics.
  • Independent and autonomous work style with minimal direction.
  • Excellent multitasking and organizational skills, managing high‑volume urgent tasks and strict timelines.
  • Technical proficiency and experience with security, compliance, and systems assurance requirements.
  • Quick learner with capacity to master new systems and technologies.
Employment Conditions
  • Standard background check and reference check required.
  • Must be a current resident of Colorado and remain within state during employment.
  • Must possess a valid, non‑restricted Colorado Driver’s License or a non‑restricted U.S. Driver’s License for positions within 30 miles of the Colorado state border.
  • Former State employees disciplined or terminated must disclose and explain in application.
