Your New Job

The Payroll Administrator is responsible for overseeing and managing all aspects of payroll processing within an Operating Unit. This role involves handling the calculation, distribution, and recording of employee compensation, ensuring accuracy and compliance with relevant regulations.

Job Responsibilities
  • Payroll Processing:
    • Collect and verify timekeeping information for all employees.
    • Calculate wages, salaries, overtime, bonuses, commissions, and deductions based on company policies, employment contracts, and legal requirements.
    • Process payroll transactions accurately and in a timely manner using payroll software or systems.
  • Tax Compliance:
    • Withhold and remit payroll taxes (federal, state, local, Social Security, Medicare) to appropriate government agencies.
    • Ensure compliance with tax laws and regulations, including filing payroll tax returns and providing documentation during audits.
  • Recordkeeping and Reporting:
    • Maintain accurate payroll records, including employee data, earnings records, hours worked, and tax with holdings.
    • Generate and distribute pay stubs, W‑2 forms, and other payroll‑related documents to employees as required by law.
  • Payroll Audits and Reconciliations:
    • Conduct regular audits of payroll records to ensure accuracy and compliance with internal policies and regulatory requirements.
    • Reconcile payroll accounts and resolve discrepancies or issues related to payroll processing.
  • Communication and Support:
    • Serve as a point of contact for employees regarding payroll‑related inquiries, issues, or discrepancies.
    • Provide assistance and guidance to employees on payroll matters, such as understanding deductions, tax withholding options, and paycheck calculations.
  • Compliance and Policy Adherence:
    • Stay informed about changes in payroll laws, regulations, and best practices.
    • Ensure payroll practices adhere to company policies, procedures, and labor laws to mitigate compliance risks.
  • Process Improvement:
    • Identify opportunities for payroll administration process improvement, such as automation, workflow streamlining, or enhanced reporting capabilities.
    • Collaborate with HR and finance teams to implement changes and improve payroll efficiency and accuracy.
  • Payroll Budgeting and Forecasting:
    • Assist in preparing payroll budgets and forecasts based on projected employee costs, benefits, and tax obligations.
    • Provide financial analysis and insights related to payroll expenses to support strategic decision‑making.
  • Skills & Qualifications
    • Proven experience working on payroll in California, including state law knowledge of overtime, meal break requirements, etc.
    • Advanced skills in Microsoft Excel.
    • Power BI skills preferred.
    • Prevailing wage and certified payroll experience preferred.
    • Multi‑state payroll processing preferred.
    • Bilingual (Spanish) would be a nice‑to‑have.
    Education
    • Bachelor’s degree in accounting, finance, human resources, or a related field (or equivalent experience) if preferred or relevant experience.
    Required Experience
    • 3–5 years of related job experience.
    License/Certification
    • Certified Payroll Professional (CPP) designation is preferred.
