Salary: If you are not a current State of Colorado employee, the starting pay for this position is $66,024 annually. Current HFEMS Health Compliance Inspectors (Health Professional III) will maintain their current salary and may receive step pay increases based on an audit of step pay/time‑in‑series.

The Work Unit

The Health Facilities and Emergency Medical Services Division (HFEMSD) oversees and enforces state and federal regulations for a wide variety of health care providers, including hospitals, clinics, ambulatory surgical centers, dialysis facilities, EMS providers, trauma centers, long‑term care facilities, and many other licensed or certified agencies.

HFEMSD is responsible for licensing, certifying, surveying, promoting patient safety and quality, and recognizing EMS education programs. It also designates trauma centers and licenses all ground and air ambulance services operating within Colorado.

Mission:
Protect the health, safety, and welfare of patients and residents by ensuring compliance with regulations, and provide transparent public information to promote accountability and informed decision‑making.

Summary of Position

As a registered nurse surveyor in the Home and Community Facilities Section, you will assess the quality of care provided by licensed and certified health care agencies across Colorado. Working independently or as part of an interdisciplinary team, you will evaluate care, treatment, and client outcomes through observations, interviews, and record reviews.

You will apply clinical expertise to evaluate compliance, conduct medication observations, review nursing practices, investigate serious incidents and complaints, and document findings in clear, defensible statements of deficiencies. Your role also includes educating providers and consumers on regulations and promoting consistent quality and safety across the home care and hospice industry.

Duties of the Position
  • Conduct comprehensive surveys and investigations of licensed and certified health care agencies to evaluate the quality of care, services, and patient outcomes.
  • Observe, interview, and review records to assess compliance with state and federal regulations.
  • Analyze and interpret evidence to determine regulatory compliance using professional judgment and established guidance.
  • Develop clear, concise, and legally defensible statements of deficiencies that accurately describe non‑compliance findings.
  • Investigate complaints and self‑reported incidents to determine whether facilities responded appropriately.
  • Serve as a resource and educator for health care providers, consumers, and partner agencies by interpreting regulations and promoting understanding of compliance expectations.
  • Collaborate with interdisciplinary teams to support enforcement, quality improvement, and protection of vulnerable populations across Colorado’s health care system.
