Health Facilities & Emergency Medical Services Division – Nursing Facilities Section

Description Of Job

Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to healthcare facilities and services in Colorado, including hospitals, clinics, nursing facilities, emergency medical services, trauma centers, long-term care facilities, and more. The division licenses, certifies and surveys facilities and services; supports patient safety and healthcare quality programs;

certifies EMS providers; and licenses air ambulance services in the state.

This work unit evaluates compliance with applicable laws and regulations to protect the health, safety, and welfare of patients/residents and to provide public information on health care facilities.

Duties Of Position
  • On an unannounced basis, survey Nursing Facilities to determine compliance with statutes/regulations, independently or as part of an interdisciplinary team.
  • Assess and evaluate quality of care, services, and treatment through observations, record reviews, and interviews with residents, family members, staff, and outside professionals.
  • Collect and document evidence and survey results; analyze data to determine noncompliance and appropriate citations.
  • Write clear, concise, and legally defensible statements of deficiencies; advise providers and other agencies regarding regulatory requirements.
  • Decide on inspection areas to cite and select the specific regulation for the deficiency.
  • Investigate complex complaints; determine substantiation and appropriate regulatory citations.
  • Act as a resource, educator, and interpreter of regulations for service providers and consumers.
  • Review self-reported occurrences and assess whether facilities intervened appropriately.
  • Remain aligned with statutes, regulations, guidelines, and procedures on a case-by-case basis for compliance/violation.

Minimum Requirements

  • Experience Only:
    Six (6) years of relevant experience in an occupation related to the work, such as providing care or regulatory oversight in nursing facilities or other facilities regulated by HFEMSD.
  • OR

    Education And Experience:

    Two (2) years of relevant experience and a Bachelor’s degree in nursing, social work, public health, health administration, or a closely related field. In either case, experience and education must be substantiated in your application materials as described in the original posting.

Conditions Of Employment

  • Willingness and ability to travel up to 50% of the time throughout Colorado.
  • Be willing to work where contagious diseases may be present with PPE and protocols provided.
  • Available to respond to emergencies (including COOP activations) and comply with travel restrictions as needed.
  • Proficiency with word processing and current communication technology while in the field.
  • Flu vaccination (or approved exemption) and COVID-19 vaccination as required; annual PPE training and fit testing for N-95 masks.
  • Ability to work evenings, nights, weekends, or holidays as needed; ability to lift up to 45 lbs; ability to stand or walk for extended periods; ability to use a tablet in a standing position.
  • Complete required surveyor training within six months of employment (unless training is unavailable).
  • Operate state fleet vehicles; exemptions apply as required.
  • Compliance with exemptions and accommodations under EEO/ADAAA guidelines.
