The Work UnitThis position is housed in the Chronic Disease Epidemiology and Evaluation Program (CDEEP), which is located in the Center for Health and Environmental Data (CHED). The program provides surveillance, epidemiology, and evaluation support to CDPHE programs, primarily those in the Prevention Services Division. It delivers data to help direct programs and policies to the appropriate geographies and demographics, and to evaluate programs’ efficiency, effectiveness, and impact.
It is responsible for data collection, analysis, and dissemination of population surveillance data to monitor population and health trends and to support progress toward state and local public health goals. This position reports to the CDEEP Evaluation Unit Supervisor.
This position exists to provide evaluation services to CDPHE’s public health and environmental programs. This includes providing technical assistance in defining measurable program goals and objectives; planning and designing evaluation research methodologies to assess needs, aid program improvement, demonstrate accountability, effectiveness or impact, and inform programmatic decisions; assessing the reliability and validity of measurement instruments and/or developing new tools as needed;
planning and independently performing descriptive and inferential statistical analyses of quantitative data; employing qualitative methods such as surveys, focus groups and key informant interviews; interpreting results to inform judgments about program performance; convening partners to plan evaluations and discuss progress and implications. The role collaborates with multiple partners to negotiate timelines, methods, and deliverables, and documents agreements in written scopes of work.
It deploys knowledge of evaluation theories, frameworks, tools, and research methods, including statistical tests and/or qualitative methodologies. The position offers opinions to guide future action by program staff.
- Six (6) years professional experience in statistical analysis and/or evaluation OR
- Bachelor’s degree from an accredited college or university in program evaluation, public health, sociology, anthropology, psychology, epidemiology or a closely related degree, AND two (2) years of experience in leading applied research and/or program evaluation projects, including evaluation planning, partner engagement and facilitation, methods design, development of data collection tools, quantitative and qualitative analysis, and reporting OR
