Health Facilities and Emergency Medical Services Division

Summary Of Position

This position is staffed by professionals who work independently or as a member of an interdisciplinary team to assess the care, treatment and quality of life provided by health care facilities through observations, interviews, and record review. Uses experience, training and judgment in evaluating and applying statutes, regulations, guidelines, policies and procedures on a case-by-case basis for facility compliance/violation. Works as the RN required for the survey team, conducts nursing observations and medication pass tasks, and other tasks as applicable.

Reviews occurrences and incidents of serious deficiencies and assesses whether licensed health facilities intervened appropriately. Writes statements of deficiencies, identifying areas of non-compliance with federal and state requirements based on survey/investigation results. Acts as resource, educator, and interpreter of regulations for service providers and consumers, based upon established guidelines, policies and procedures.

Minimum Qualifications

Experience Only:

  • Six (6) years of relevant experience in an occupation related to the work assigned to this position.
  • Current, valid licensure as a Registered Nurse from the Colorado Board of Nursing or any state participating in the Enhanced Nurse Licensure Compact (eNLC).

OR

  • A combination of related education and/or relevant experience in an occupation related to the work assigned to this position equal to six (6) years. Examples include: a bachelor’s degree in a related field (e.g., public health, public/health administration, nursing, psychology) and additional two (2) years of related experience. Current, valid licensure as a Registered Nurse from the Colorado Board of Nursing or any state participating in the Enhanced Nurse Licensure Compact (eNLC).

Preferred And Essential Competencies
  • Proficiency in fundamental computer skills and email communication.
  • Experience evaluating a health care facility’s quality of care, services, and treatment of residents/clients.
  • Experience with observations, record reviews, and interviewing residents, family members, staff, and professionals.
  • Ability to analyze evidence and survey results to determine non-compliance with applicable statutes and regulations.
  • Ability to write clear, concise, and legally defensible statements of deficiencies.
  • Ability to analyze clinical information and interpret evidence; thoroughness and attention to detail.
  • Ability to perform physical demands of the role and to work with PPE as required.
  • Interpersonal and conflict management skills; ability to manage conflicts constructively.
Conditions Of Employment

  • Travel up to 50% of the time throughout Colorado
  • Willingness to work in environments with potential contagious diseases (PPE provided)
  • Availability for emergencies and COOP events with potential travel restrictions

  • Proficiency in word processing and remote connectivity
  • Annual influenza vaccination or approved exemption; COVID-19 vaccination required; PPE and safety training as needed
