Further program context describes the Rural Health Transformation Program (RHTP) Division, its responsibilities, and the salary and travel expectations. The Director coordinates all aspects of the RHTP initiative, including governance, compliance, communications, grant design and award facilitation, and oversight of multiple professional teams focused on grants administration, provider engagement, data and performance analytics, and compliance and reporting. The role reports to the Deputy Medicaid Director and interfaces with executive leadership and the Governor’s Office.

Responsibilities

In This Position Include
  • Manage subordinate professional program supervisors who oversee components such as financial administration, provider engagement, and data and evaluation
  • Develop tactical plans, allocate resources, and establish statewide systems and guidelines for a $200M annual grant program (totaling $1B over 5 years)
  • Provide guidance on complex implementation challenges and make decisions affecting multiple units’ operations, staffing, and fiscal performance
  • Ensure all program activities comply with statutory and regulatory obligations
  • Strategic analysis, innovative program design and delivery
  • Refine policies and standards to sustain the program's mission of improving rural health system sustainability and access
  • Represent the program in interagency coordination and policy discussions, leading long-term systems transformation
  • Ensure investments produce measurable, lasting impacts in rural health outcomes with accountability and stewardship
